RECOMMENDATION:
Recommendation Concerning Contract Award for Local Agency Program Agreement CR 295A North Old Corry Field Road Sidewalk and Drainage Improvements - Paul Nobles, Purchasing Manager, Office of Purchasing

That the Board approve and authorize the Acting County Administrator to sign the Agreement between Escambia County and DRMP, Inc., per the terms and conditions of PD 17-18.054, Local Agency Program Agreement CR 295A North Old Corry Field Road Sidewalk and Drainage Improvements, Construction Engineering Inspection (CEI) for Sidewalks Only & Resident Compliance Specialist Services for the Entire Project, FPN: 425745-5-68-01, Federal No. (FAIN): 9044-032-C, for an amount not to exceed $137,410.

BACKGROUND:
This project involves the construction of sidewalk and drainage improvements along the eastern right-of-way of CR 295A (North Old Corry Field Road), between SR 30 (US 98 / West Navy Boulevard) and CR 298A (West Jackson Street) in District 2.
 
The sidewalk improvements span two separate areas. The first area is a small segment of sidewalk between SR 30 (US 98 / Navy Blvd)  and SR 294 (Chief’s Way). The second project area is between the Meridian Point Apartments and CR 298 (West Jackson Street)
 
The drainage improvements begin at Jackson Creek and extend to the existing north bound right turn lane from CR 295A (North Old Corry Field Road), to CR 298A (West Jackson Street). The intent of the drainage improvements is to replace the existing roadside open ditch and side drain system with a new roadside closed inlet and pipe system.
 
CEI services will only be required on items related to the sidewalk portion of the project. RCS services will be required for the entire project. The CEI and RCS services required for the sidewalk portion of the project will be considered reimbursable by FDOT. The RCS services for the rest of the project will be considered non-reimbursable by FDOT.
 
Funding for this project is as follows:
 
FDOT LAP                                           $38,150.00
LOST III (Transportation)                        $49,260.00
Brownsville CRA                                   $50,000.00
                                             Total:      $137,410.00

Request for Letters of Interest, PD 17-18.054, Local Agency Program Agreement CR 295A North Old Corry Field Road Sidewalk and Drainage Improvements, Construction Engineering Inspection (CEI) for Sidewalks Only & Resident Compliance Specialist Services for the Entire Project, FPN: 425745-5-68-01, Federal No. (FAIN): 9044-032-C was publicly noticed on June 25, 2018 to one hundred twenty-nine known firms. Responses were received from three firms on July 31, 2018.
The Selection/Negotiation Committee ranked in the following order:
  1. DRMP, Inc.
  2. Smith Seckman Reid, Inc.
  3. Mehta and Associates, Inc.
The first negotiation meeting was held on September 12, 2018 and the Final and Best Offer was established with a not to exceed amount of $137,410.

All work associated with this recommendation was done in-house and no additional staff was required.
 
POLICY/REQUIREMENT FOR BOARD ACTION:
This recommendation is in compliance with the Code of Ordinances of Escambia County, FL 1999, Chapter 46, Finance, Article II Purchases and Contracts and Florida Statute 287.055, Competitive Consultants Negotiation Act.
 
IMPLEMENTATION/COORDINATION:
The Office of Purchasing will issue the Attorney's Standard Form of Contract, Form G, Consulting Services for Stand-Alone Projects and Purchase Order.
