RECOMMENDATION:
Recommendation Concerning the Request to Allow Alcohol Consumption in the Brownsville Community Center During the Blues Concert to Be Held, Saturday, November 3, 2018 - Tonya Gant, Neighborhood & Human Resources Director
 
That the Board approve the request of Michael Hall Promotions to allow the consumption of alcohol, during the Blues Concert at the Fall Blues Festival, to be held in the Brownsville Community Center on Saturday, November 3, 2018.
BACKGROUND:
Mr. Michael Hall, is a Pensacola native and owner of Michael Hall Promotions, with over thirty (30) years of Arena, Festival, and Night Club concert promotion experience in the Southeast Region of the United States. Mr. Hall has promoted concerts that included national recording artists such as; Fantasia, 50 Cent, T.I., Lyfe Jennings, Sunshine Anderson, and Lil Wayne, and proposes to present the first ever, Pensacola Fall Blues Festival/Concert on November 3, 2018, in the Brownsville Community Resource Center.
 
The concert will be a ticketed event, with Balcony and Cabaret Style seating. All activity will be completed prior to Midnight. Alcohol consumption will be through Bring Your Own Bottle (BYOB), only.
 
Certificate of Insurance and proof of required security for the event will be provided, as required in the Facility Rental Application And Agreement.
BUDGETARY IMPACT:
All required community center rental fees will apply with the reservation application.
LEGAL CONSIDERATIONS/SIGN-OFF:
The County Attorney’s Office has approved the Facility Rental Application and Agreement for the Brownsville Community Resource Center, for form and legal sufficiency.

POLICY/REQUIREMENT FOR BOARD ACTION:
Current County Policy prohibits the consumption of alcoholic beverages within the structure of a Community Center. The request for this one-time event, will require Board approval.
IMPLEMENTATION/COORDINATION:
The Department of Neighborhood and Human Services will coordinate the opening and closing of the Center with Mr. Hall and his staff.
