RECOMMENDATION:
Recommendation Concerning Supplemental Budget Amendment #108 - Stephan Hall, Budget Manager, Management and Budget Services

That the Board adopt the Resolution approving Supplemental Budget Amendment #108, Disaster Recovery Fund (112), in the amount of $1,181,252, to recognize the two State of Florida, Division of Emergency Management Flood Mitigation Assistance Grant Program (FMA) Projects funds, for Acquisition & Demolition of the properties of Ketcham, Loggins and Cames and to retrofit the three single family residences of Watson, Konz and Hamilton and to reduce and/or mitigate the damage that might otherwise occur from flooding, severe weather, or other hazards.
BACKGROUND:
Escambia County is "The Sub-Recipient" of Federally-Funded Subaward and Grant Agreement (FAIN EMA-2016-FM-E001), as documented in two Flood Mitigation Assistance Grant Program (FMA) projects, as defined in FMA-PJ-04-FL-2015-019  and FMA-PJ-04-FL-2015-020. As the Sub-Recipient, Escambia County agreed to administrate and complete the project per the Subaward and Grant Agreements with The State of Florida, Division of Emergency Management under agreement # 18FM-S3-01-27-01-___ and agreement # 18FM-S7-01-27-01-___, dated July 26, 2017.

The Scope of Work for FMA-PJ-04-FL-2015-019, as approved by the Florida Division of Emergency Management and the Federal Emergency Management Agency (FEMA), is funded as follows: Federal Share $721,487 and Local Share $80,165, totaling $801,652 and is to acquire / demolish three single family residencies of Ketcham (Federal $175,806 / Non-Federal $19,534), Loggins (Federal $402,026 / Non-Federal $14,670) and Carnes (Federal $143,655 / Non-Federal $15,962) (including vacant lot). The lands shall be converted to open space and deed restricted as set forth in the FEMA program requirements concerning the acquisition of property for open space [44 CFR 206.434 (e)].


The Scope of Work for FMA-PJ-04-FL-2015-020, as approved by the Florida Division of Emergency Management and the Federal Emergency Management Agency (FEMA), is funded as follows: Federal Share $459,764 and Local Share $34,937, totaling $494,701 to retrofit the single family residencies of Watson ($144,350), Konz ($157,556) and Hamilton ($157,858). The non-federal costs are as follows: Watson ($0), Konz ($17,452) and Hamilton ($17,485).

As a Flood Mitigation Assistance Grant Program (FMA) project, the Sub-Recipient, Escambia County, shall ensure that the three residences identified above that are located in a Special Flood Hazard Area, are mitigated against future flood damage through mitigation reconstruction projects where the existing structures are demolished and a hazard-resistant, code-compliant structure is built on the same site.The lowest finished floor of all three structures will be elevated above the Base Flood Elevation. Any enclosed space at grade level will have hydrostatic vents and can only be used for storage or parking.
 
Each of the completed residences shall meet the requirements of the Florida Building Code and/or Floodplain Management Ordinance of Escambia County or any other applicable local regulation.

 

FDEM Process states homeowner contracts the work to indicated specifications and covers contracted expenses. Homeowner submits contractor packet and information to BID for review, once approved packet is submitted to FDEM for final review/ approval to release funds back to homeowner and contractor completing the reimbursement process.


 
BUDGETARY IMPACT:
This amendment will increase Fund 112 (Disaster Recovery Fund) by $1,181,252.
