RECOMMENDATION:
Recommendation Concerning Contract Award for Mayfair/Algiers Drainage Rehabilitation Phase 3 & 4 - Paul Nobles, Purchasing Manager, Office of Purchasing

That the Board approve and authorize the County Administrator to sign the Agreement between Escambia County, Florida, and Site and Utility, LLC, per the terms and conditions of PD 17-18.038, Mayfair/Algiers Drainage Rehabilitation Phase 3 & 4, in the amount of $318,251.50.

BACKGROUND:
A project was developed when drainage complaints were received at 212 Algiers Street and 1100 Alexandria Drive in the Mayfair Subdivision.  Upon inspections, washouts were observed in easements causing safety concerns.  A 48” Corrugated Metal Pipe (CMP) extends from South of Massachusetts Avenue North between homes on Mayfair Subdivision (Algiers Street) and Chasefield subdivision has deteriorated.  The existing CMP has collapsed in multiple locations, resulting in washouts and soil loss around the pipe.  Camera results revealed rusted holes, concrete obstruction, tree roots, etc.  This project will remove and replace the deteriorated pipe.

The Contract Time shall be the time period from the Notice to Proceed to the date of final completion totaling One Hundred Fifty calendar days.

The legal advertisement for this "Invitation to Bid" was advertised in the Pensacola News Journal on March 19, 2018 and March 26, 2018.  A non-mandatory pre-solicitation conference was held on April 4, 2018.  Eight firms were represented at that meeting.  Bids were received from nine firms on April 19, 2018.  Site and Utility, LLC is the lowest most responsive and responsible bidder.

POLICY/REQUIREMENT FOR BOARD ACTION:
This recommendation is in compliance with the Code of Ordinances of Escambia County, FL 1999, Chapter 46, Finance, Article II Purchases and Contracts.
IMPLEMENTATION/COORDINATION:
The Office of Purchasing will issue the Attorney's Standard Form of Contract Form D:  Road/Drainage and Purchase Order.
