RECOMMENDATION:
Recommendation Concerning the Agreement for Employment as Interim Public Safety Medical Director between Dr. Mark G. Stavros, M.D., and Escambia County, Florida - Michael D. Weaver, Public Safety Department Director

That the Board take the following action concerning the Agreement for Employment as Interim Public Safety Medical Director for Escambia County, Florida, between Dr. Mark G. Stavros, M.D., and Escambia County, Florida:
 
A. Rescind the Board's prior action on March 15, 2018, approving and authorizing the County Administrator to sign the Agreement for Employment as Interim Public Safety Medical Director for Escambia County, Florida, to allow Dr. Stavros, M.D., to perform the duties of the Medical Director for a term of three months, with an optional month-to-month extension for up to three additional months;
 
B. Approve the Agreement for Employment as Interim Public Safety Medical Director for Escambia County, Florida, with a start date of February 16, 2018, and continue for a term of three months, with an optional month-to-month extension for up to three additional months; and
 
C. Authorize the County Administrator to sign the Agreement.

BACKGROUND:
Pursuant to §401.265, Florida Statutes, BLS/ALS transport services (i.e. EMS) are required to employ a licensed physician as a medical director.  An independent physician, Dr. Stavros, has agreed to serve as the Medical Director for Public Safety on a temporary basis (3-6 months) until the position can be permanently filled. Dr. Stavros has filled in as Medical Director and has familiarity with our EMS system.  The contract position will allow Public Safety/EMS to have stability during a period of transition of medical director. The contract and dollar amount include required insurance requirements.

By Board action on March 15, 2018, the Board previously approved the Interim Medical Director Agreement for Employment with a commencement date of March 15, 2018. However, Dr. Stavros, started working with Escambia County EMS on February 16, 2018.
BUDGETARY IMPACT:
The cost of this agreement is available in Fund 408 (EMS Fund).
LEGAL CONSIDERATIONS/SIGN-OFF:
Assistant County Attorney, Kristin Hual, has reviewed the agreement as to form and legal sufficiency.
PERSONNEL:
N/A
POLICY/REQUIREMENT FOR BOARD ACTION:
This recommendation is in compliance with the provisions of Section 46-139, Escambia County Code of Ordinances.
IMPLEMENTATION/COORDINATION:
The EMS Chief, Steve White, will oversee the implementation of this agreement.
