Recommendation Concerning a Change Order on Contract PD 16-17.010, to Roads, Inc. of NWF, for the Muscogee Road (County Road 297A and U.S. 29) Widening and Drainage Improvement Project - Joy Jones, P.E., Public Works Department Director

That the Board approve and authorize the County Administrator to execute the following Change Order to Roads, Inc. of NWF, in the amount of $185,162.49, on Contract PD 16-17.010, for the Muscogee Road (County Road 297A and U.S. 29) Widening and Drainage Improvement Project:

BACKGROUND:
Meeting in regular session on January 19, 2017, the Board awarded Contract PD 16-17.010, Muscogee Road (County Road 297A and US 29) Widening and Drainage Improvements Project, to Roads, Inc. of NWF.

In addition, an Economic Development Transportation Project Fund Agreement was approved by the Board on June 2, 2015, for funding in an amount not to exceed $1,950,000 for this project. This project consists of the design and construction of transportation facility improvements on County Road (CR) 184 (Muscogee Road) and State Road (SR) 95 (US 29). The project also will provide for improvements to the entrance of International Paper Company along CR 184 (Muscogee Road) and SR 95 (US 29).

Change Order 1, in the amount of $30,667.80, was a request for additional services for unknown utility conflicts on Muscogee Road Phase I. The existing location shown in the plans for the ECUA force main was incorrect. In the plans, the facilities were shown on the west side of Pace Parkway and the east side of Contractor's Drive. When the contractor field-located the facilities they were located on the east side of Pace Parkway and west side of Contractor's Drive. Since ECUA requires their force main facilities under a road to be encased or installed with ductile iron (DI), there was a deduction for PVC and an addition for DI ($3,368.01 reimbursable by ECUA). Additional lateral asphalt patching was also required as a result of the force main location ($14,316.00). Additionally, during excavation activities to extend the 12" water line, the contractor encountered an existing water line encased in concrete, which was replaced to facilitate the tie-in. ($12,672.53).

Change Order 2, in the amount of $34,208.11, was a request for additional services for unknown ECUA utility conflicts. Reimbursement was received from ECUA ($34,208.11).

Change Order 3 was for time only due to weather delays. FDOT has approved an extension through May 31, 2018.

This Change Order, 4, is a request for additional services for the design and installation of a sidewalk and bus stop pad to be installed along US 29, between Muscogee Road and Morris Road. The contractor is requesting 60 days to complete the work, which will allow the signal sub-contractor to schedule the pedestrian signal work. An additional 11 days is requested.

This Change Order is not reimbursable through the grant and will be funded with Local Option Sales Tax III.

Funds for this Change Order are available in Fund 352, "Local Option Sales Tax III", Account 210107, Object Code 56301, Project #16EN3535.

This recommendation is in compliance with the provisions of the Code of Ordinances of Escambia County, Florida, Chapter 46, Finance, Article II, Purchasing and Contracts.
IMPLEMENTATION/COORDINATION:
Upon approval of this recommendation, a Change Order will be transmitted to the Office of Purchasing for processing.
