RECOMMENDATION:
Recommendation Concerning Joint Participation Agreement Between the State of Florida Department of Transportation and Escambia County - FPN 438150-1-58-01 - Traffic Signal Video Detection Equipment - Joy Jones, P.E., Public Works Department Director

That the Board adopt and authorize the Chairman to sign the Resolution approving and authorizing the Chairman to sign the Joint Participation Agreement (JPA) between the State of Florida Department of Transportation and Escambia County - FPN 438150-1-58-01 - Traffic Signal Video Detection Equipment.

BACKGROUND:
Escambia County and FDOT are seeking to enter into this JPA in order to permit the county to remove existing traffic signal detection systems and replace with new traffic signal video detection equipment at approximately 9 locations on the State Highway System, under Financial Project Number 438150-1-58-01. FDOT is prepared to reimburse the county for the actual costs of the project in an amount up to, but not to exceed $225,748.00, that has been allocated in the fiscal year 2018.

The County plans to utilize the existing traffic signal response and maintenance contract with Ingram Signalization, Inc., to supply and install the traffic signal video detection equipment and will cover the initial costs of the project out of LOST III funds until reimbursed by FDOT. 

The 9 traffic signalized intersections located on the State Highway System requiring upgrades are:

1.  Brent Lane at Pensacola Christian College Entrance
2.  Brent Lane at Rawson Lane
3.  Brent Lane at SB I-110 Off-Ramp
4.  Brent Lane at NB I-110 Off-Ramp
5.  Brent Lane at Davis Highway
6.  Airport Boulevard at SB I-110 Off-Ramp
7.  Airport Boulevard at NB I-110 Off-Ramp
8.  Fairfield Drive at Palafox Street
9.  Fairfield Drive at Pace Boulevard
BUDGETARY IMPACT:
Funding: FDOT agrees to reimburse the County for the actual costs of the project in an amount up to, but not to exceed $225,748.00. Funding is available in Fund 352 LOST III, Cost Center 210107, Object Code 56301, Project 11EN1028, ITS Application, $226K available.  Public Works - ITS to cover costs until reimbursed by FDOT.
LEGAL CONSIDERATIONS/SIGN-OFF:
Kristin Hual, Senior Assistant County Attorney, has reviewed and signed off on the Resolution and the JPA with a note that the Agreement has a stipulation that the county agrees to waive forum and venue and that FDOT shall determine the forum and venue in which any dispute under this Agreement is decided. 
PERSONNEL:
No additional personnel will be required.

IMPLEMENTATION/COORDINATION:
Upon approval, county staff will transmit the signed JPA to FDOT for execution. Upon execution of the JPA, county staff will coordinate with FDOT for production of the project.
