RECOMMENDATION:
Recommendation Concerning to Conduct a Public Hearing to Adopt a Resolution to amend the Atwood Redevelopment Area Boundaries - Tonya Gant, Neighborhood & Human Services Department Director

That the Board take the following action concerning a Resolution to amend the Atwood Redevelopment Area Plan as to boundaries only:A

A.  Conduct a Public Hearing at 5:33 p.m., on Thursday, May 17, 2018, for consideration to adopt a Resolution of the Board of County Commissioners of Escambia County, Florida, pursuant to Part III, Chapter 163, Florida Statutes, amending the Atwood Redevelopment Area Plan as to boundaries only; providing for authority; providing findings and determinations; providing for severability; providing for an effective date; and

B. Authorize the Chairman to sign and execute the Resolution.
 
BACKGROUND:

The Community Redevelopment Agency (CRA), a division of Neighborhood and Human Services Department, was directed to conduct the necessary research and analysis to support findings that would determine whether expanded areas from the east of the centerline of Hilburn Road to include parcels on both sides of Ira Drive including a short portion of Atwood Drive to the south located within the Atwood community would meet the statutory criteria to be designated as a redevelopment area.  The CRA has completed the "Findings of Necessity", and a copy is attached. 

On May 17, 2018, at 9:00 a.m., a CRA meeting was convened to recommend to the Board to conduct a Public Hearing concerning the adoption of a Resolution that amend the Atwood Redevelopment Area Plan as to boundaries only. A copy of the Resolution is attached which includes the map for the proposed area.

BUDGETARY IMPACT:

Funding for the proper advertisement will be provided through the CRA Atwood Tax Increment Financing (TIF), Fund 151, Cost Center 370120.  After the Atwood Redevelopment Area Plan is amended, the Atwood TIF Ordinance will be amended to include the additional parcels identified in the proposed expansion area.

LEGAL CONSIDERATIONS/SIGN-OFF:

County Attorney's office will review and sign the Resolution as to form and legal sufficiency.

PERSONNEL:

There is no additional personnel needed to carry out this process.

POLICY/REQUIREMENT FOR BOARD ACTION:

Conducting a Public Hearing for the proposed expansion to the Atwood Redevelopment District is in compliance with the Board guidelines and procedures.

IMPLEMENTATION/COORDINATION:
Upon Board adoption of the Resolution, staff will coordinate and implement the necessary documents to amend the Plan and TIF Ordinance to include the expansion area.
