RECOMMENDATION:
Recommendation Concerning a Short-Term License Agreement with River Resources, LLC, for Temporary Use of County-Owned Property for Removal and Staging of Logs for a Logjams Project on the Perdido River - J. Taylor “Chips” Kirschenfeld, Director, Department of Natural Resources Management
 
That the Board take the following action concerning a Short-Term License Agreement with River Resources, LLC, for temporary use of County-owned property for removal and staging of logs relating to a logjams project on the Perdido River:
 
A. Approve the Short-Term License Agreement with River Resources, LLC, for temporary use of County-owned property for removal and staging of logs relating to the logjams project on the Perdido River; and

B. Authorize the Chairman to sign the Agreement and other future Agreement-related documents including no-cost extensions, pending Legal review and approval, without further action from the Board.
BACKGROUND:
River Resources, LLC, is permitted by Florida Department of Environmental to remove logjams from the Perdido River. River Resources, LLC, requests authorization of a Short-Term License Agreement from Escambia County Board of County Commissioners for temporary use of county-owned property for removal and staging of logs.
 
The proposed property is an undeveloped parcel adjacent to the Wilson B. Robertson Boat Ramp. The proposed use of the undeveloped parcel will not affect use of the public boat ramp. The removal of logjams will benefit boaters from Escambia County as well as from Alabama.
BUDGETARY IMPACT:
No budgetary impact associated with this recommendation.

The Short-Term License Agreement was drafted by Stephen G. West, Senior Assistant County Attorney.
PERSONNEL:
No additional impact to personnel associated with this recommendation.

IMPLEMENTATION/COORDINATION:
Department of Natural Resources Management staff will monitor the site for compliance.
