RECOMMENDATION:
Recommendation Concerning a Resolution Stating the Preference and the Will of the County to have Children of this Community Treated as Children when they Break Florida Law.

At the request of Commissioner Grover Robinson, IV, that the Board adopt a Resolution to state the preference and the will of the County to have children of this community treated as children when they break Florida Law.
BACKGROUND:
Children are developmentally different from adults and when accused of a crime are more appropriately rehabilitated through the juvenile justice system rather than the adult corrections system. The adult corrections system focuses on punishment and fails to provide necessary behavioral and educational services to meet the needs of minor children. Conviction of a felony in the adult system diminishes the child's future employment and educational opportunities, including the ability to vote, enlist in the military, and receive financial aid for continued education. Escambia County recognizes the need for legislative reform to ensure that offenders under the age of majority are to be treated as children unless determined by a juvenile court judge so that the child may be given the tools to rehabilitation and a successful transition into adulthood.
