RECOMMENDATION:
Recommendation Concerning an Interlocal Agreement with the Town of Century, Florida, for the Alger-Sullivan SHIP Replacement Housing Project - Tonya Gant, Director, Neighborhood & Human Services

That the Board approve and authorize the Chairman to sign the Interlocal Agreement between Escambia County, Florida, and the Town of Century, Florida, for the Alger-Sullivan SHIP Replacement Housing Project, providing for $150,000 in funds from the Town of Century in support of the Project.
 
BACKGROUND:
Disaster State Housing Initiatives Partnership (SHIP) Program funding was allocated to the County later in 2016 to assist income eligible owner occupants impacted by the tornados that hit Escambia County in February 2016. There final six replacement housing units to be completed are on Front Street in the Town of Century's Alger-Sullivan Lumber Company Residential Historic District. The Board approved construction contracts that were bid under PD 16-17.097 for these homes at the December 14, 2017 (Exhibit I) BCC meeting. The Town of Century (Town) received a special allocation of Community Development Block Grant (CDBG) funds from the State of Florida specifically to support disaster recovery. The Town has offered to provide construction support on a reimbursement basis for this project assisting tornado victims at $25,000 per home. This funding provided through this Interlocal Agreement (Exhibit II) will help leverage the SHIP funds in order to complete the homes.
BUDGETARY IMPACT:
 Funds received will be receipted into SHIP/Fund 120.
LEGAL CONSIDERATIONS/SIGN-OFF:
The Interlocal Agreement was reviewed and approved by Kristin Hual, Assistant County Attorney.
PERSONNEL:

POLICY/REQUIREMENT FOR BOARD ACTION:
Interlocal Agreements must be reviewed and approved by the Board.
IMPLEMENTATION/COORDINATION:
The Neighborhood Enterprise Division will coordinate with the Town for reimbursement against this project as well as coordination of program eligibility documents.
