RECOMMENDATION:
Recommendation Concerning a Resolution Supporting the Escambia County Waste Tire Amnesty Day Event in Partnership with The Florida Department of Environmental Protection - Patrick T. Johnson, Waste Services Department Director

That the Board take the following action concerning the Escambia County Waste Tire Amnesty Day Event:

A. Adopt the Resolution supporting (authorizing) the Escambia County Waste Tire Amnesty Day Event in Partnership with the Florida Department of Environmental Protection (to be held at the Department of Public Safety, 6575 North "W" Street on March 24, 2018); and

B. Authorize the Chairman to sign the Resolution.

BACKGROUND:
On August 28, 2017, Waste Services Department was contacted by Roger Ruiz, Environmental Consultant for the Florida Department of Environmental Protection Division of Waste Management, concerning working in conjunction with the County to facilitate an Amnesty day in the County.  It was noted that many Florida counties (including Escambia) are currently under a medical alert or have confirmed cases of potentially serious diseases, namely Zika Virus, West Nile Virus (WNV) and Eastern Equine Encephalitis (EEE).  These diseases can be communicated to humans by mosquito species known to breed in waste tire piles.

To assist in helping to prevent the spread of these deadly diseases, FDEP is requesting Escambia County's cooperation in a program to remove and process as many waste tires in our communities as possible through an Amnesty Day Program.
BUDGETARY IMPACT:
Funding for this event will be available in Fund 401, Solid Waste Fund, Cost Center 230306 Recycling, Object Codes 53401 and 54801
LEGAL CONSIDERATIONS/SIGN-OFF:
Kristin Hual, Assistant County Attorney, has reviewed and approved the Resolution as to form and legal sufficiency.
PERSONNEL:
The Escambia County Waste Services Department will provide personnel to conduct the event.
POLICY/REQUIREMENT FOR BOARD ACTION:
Funds received as reimbursement will be deposited in Fund 401, Solid Waste Fund.
IMPLEMENTATION/COORDINATION:
The Escambia County Waste Services Department will coordinate with The Florida Department of Environmental Protection and necessary departments and/or affiliates for this event.
