RECOMMENDATION:
Recommendation Concerning the State of Florida Department of Environmental Protection Agreement No. G0448 for the Planning, Engineering Design and Permitting of the Pensacola Bay Living Shoreline Project - J. Taylor "Chips" Kirschenfeld, Director, Department of Natural Resources Management

That the Board take the following action concerning the Florida Department of Environmental Protection (DEP) Agreement No. G0448 relating to a Gulf Coast Ecosystem Restoration Council Grant Award for the Pensacola Bay Living Shoreline Project:

A. Approve the DEP Agreement No. G0448, in the amount of $217,499.38, for the planning, engineering design and permitting of the Pensacola Bay Living Shoreline Project; and

B. Authorize the Chairman to sign the Agreement and any future amendments relating to no-cost extensions, subject to Legal review and sign-off, without further action of the Board.

Note:  There is no County match required under the Agreement.

BACKGROUND:
Living Shoreline Projects provide hard substrate for oyster colonization, and they provide good nursery habitat for commercially and recreationally important finfish and shellfish.  Other benefits include improved water quality and clarity, and reducing shoreline erosion without the use of seawalls.  The Pensacola Bay Living Shoreline Project will provide over 20,000 linear feet of rock and oyster reef breakwater to protect over 200 acres of new emergent marsh and submerged aquatic vegetation (SAV) habitat.  The project will be constructed along the western shore of Pensacola Bay to include White Island and NAS Pensacola.  This project has been coordinated with NAS Pensacola, and they have submitted a letter of support.  Funds from this Grant Agreement will be used for planning, engineering design, and permitting.
BUDGETARY IMPACT:
Fund 118, Gulf Coast Restoration Fund, new cost center to be determined at time of SBA.
LEGAL CONSIDERATIONS/SIGN-OFF:
Kristin Hual, Assistant County Attorney, reviewed and provided legal sign-off on the DEP Agreement No. G0448.
PERSONNEL:
No additional impact on personnel associated with this recommendation.
POLICY/REQUIREMENT FOR BOARD ACTION:
Board Policy II.B.8.
IMPLEMENTATION/COORDINATION:
Department of Natural Resources Management staff will coordinate with FDEP and other entities to implement the terms of the Agreement.
