RECOMMENDATION:
Recommendation Concerning Amendment #1 to the Agreement for Emergency Solutions Grant Program with The EscaRosa Coalition on the Homeless, Inc. - Tonya Gant, Neighborhood & Human Services Department Director

That the Board take the following action concerning Amendment #1 to the Agreement for Emergency Solutions Grant (ESG) Program with The EscaRosa Coalition on the Homeless, Inc. (ECOH):

A. Approve Amendment #1 to the Agreement for Emergency Solutions Grant Program with ECOH, providing an additional $10,000 for homeless prevention and rapid rehousing support for individuals at or below 50% area median income, for a total amount of  $48,444, for direct service delivery and case management services to ESG eligible clients in Escambia County; and

B. Authorize the Chairman or Vice Chairman to execute the Amendment and all related forms or documents as may be required to fully implement the Amendment.

BACKGROUND:
The 2014 Escambia Consortium Annual Action Plan was approved by the Board on July 24, 2014 included an allocation for the Emergency Solutions Grant Program (Exhibit I). Implementation of the ESG Program must be closely coordinated with ECOH, the United States Department of Housing and Urban Development (HUD) designated Homeless Continuum of Care (CoC) lead agency for Escambia and Santa Rosa counties. The 2014 ESG Program allocation contained $38,444 for direct services and case management for rapid re-housing (RRH) and homelessness prevention (HP) activities for extremely low income households meeting HUD's definition of homeless or at risk of homelessness.  Funding can be used for rent and security deposits and rent for applicants meeting the program eligibility requirements. All funding must be matched 100%.

On May 5, 2016, the Board approved an Agreement with EscaRosa Coalition on the Homeless to administer the RRH and HP activities for the 2014 ESG funds. The original Agreement with ECOH directed for funding for HP or RRH be directed only towards households at or below 30% area median income ($12,500 for a one person household), per the County's HUD Consolidated and Annual Plans. This income limitation is more strict than HUD guidelines for this program for individuals needing RRH assistance, as HUD does not specify any income limits for households seeking RRH assistance at initial evaluation.

In administering this contract, ECOH has seen a demand for RRH assistance by households over the 30% AMI threshold, but under 50% AMI. This amendment (Exhibit II) provides an additional $10,000 in funding from non-ESG funds in order to target households at or below 50% area median income ($20,900 for a one person household) needing rapid re-housing, defined as housing relocation and stabilization services and short and/or medium term rental assistance to help homeless households move into permanent housing. This does not affect HP clients, which must be at or below 30% AMI per HUD guidelines and the County's Consolidated Plan. This funding will also serve towards the HUD required match.

County staff will explore whether an amendment to the Consolidated Plan needs to be undertaken to remove the 30% AMI restriction at initial intake for RRH clients. An excerpt regarding the ESG Progam from the current 5 year HUD Consolidated Plan which was approved by the Board on July 23, 2015 is included as Exhibit III for reference.
BUDGETARY IMPACT:
Funding required to support the Agreement is currently available in Fund 110/Other Grants (ESG), Cost Center 370292 and Escambia Affordable Housing, Cost Center 370290. No County general fund revenue is required for this program.
LEGAL CONSIDERATIONS/SIGN-OFF:
Amendment #1 to the Agreement with ECOH has been reviewed and approved by Kristin Hual, Assistant County Attorney.
PERSONNEL:
No impact relating to additional personnel associated with this Grant Agreement.
POLICY/REQUIREMENT FOR BOARD ACTION:
Amendments to Agreements must be approved by the Board.
IMPLEMENTATION/COORDINATION:
Grant implementation and oversight will be provided by Neighborhood Enterprise Division (NED). Implementation will be monitored by NED in cooperation with ECOH to properly complete the activities cited in the Agreement and this Amendment. All parties are aware of the approval schedule for this recommendation.
