| RECOMMENDATION: |
Recommendation Concerning an Agreement with Gulf Coast Kid's House, Inc., for Child Protection Team Services - Stephan Hall, Budget Manger, Management and Budget Services
That the Board take the following action concerning an Agreement to provide required medical examinations of allegedly abused, abandoned, or neglected children:
A. Approve the Agreement between Escambia County, Florida and Gulf Coast Kid's House, Inc., for Child Protection Team Services, a Florida Department of Health designated Child Protection Team Provider, effective upon the date last executed by the parties and expiring on September 30, 2017, for a lump-sum payment of the remaining Fiscal Year 2016-2017 allocation of $15,100, if this lump sum allocation is exhausted additional necessary exams will be documented at a rate of $300 per exam, pursuant to Florida Statute 39.304(5);
B. Authorize the Chairman to sign the Agreement;
C. Approve the necessary Purchase Order; and
D. Authorize the County Administrator to sign a Notice of Termination letter, effective February 17, 2017, for the Agreement with Northwest Florida Comprehensive Services for Children, Inc., the previous Florida Department of Health designated Child Protection Team Provider.

| BACKGROUND: |
Pursuant to Chapter 39, Florida Statutes, the Department of Health, in conjunction with other state agencies, coordinates the services of Child Protection Teams in each service district throughout the state. The Department designated Gulf Coast Kid's House, Inc., as the Child Protection Team (CPT) provider serving Escambia County, effective February 17, 2017. As a designated CPT provider, Gulf Coast Kid's House, Inc., is required to perform medical examinations of allegedly abused, abandoned, or neglected children; and pursuant to FS 39.304(5), the county in which the subject child is a resident bears the cost of such medical examinations.
For the beginning of Fiscal Year 2016-2017, Northwest Florida Comprehensive Services for Children, Inc., (90 Works) was the Department of Health CPT designated provider. Effective February 17, 2017, the Agreement with 90 Works was terminated and Gulf Coast Kid's House, Inc., became the new contract holder for the Children's Medical Services Protection Team. 90 Works has returned all unspent Fiscal Year 2016-2017 allocations and upon Board approval, the remaining $15,100 will be allocated to Gulf Coast Kid's House, Inc., for the continued medical exams of allegedly abused, abandoned, or neglected children. If the remaining lump sum allocation of funds are exhausted the County will be billed with appropriate documentation at a rate of $300 per exam for the remainder of Fiscal Year 2016-2017. |
