| RECOMMENDATION: |
Recommendation Concerning the State of Florida Department of Transportation Local Agency Program Agreement for Construction of Five Foot Wide Paved Shoulders Along Both Sides of CR 293 (Bauer Road) - Joy D. Blackmon, P.E., Public Works Department Director
That the Board take the following action concerning the State of Florida Department of Transportation Local Agency Program (LAP) Agreement between the Florida Department of Transportation and Escambia County, Florida, for the construction of five foot wide paved shoulders along both sides of CR 293 (Bauer Road), between CR 292A (Gulf Beach Highway) and SR 292 (Sorrento Road):
A. Approve the State of Florida Department of Transportation LAP Agreement between the Florida Department of Transportation and Escambia County, in the amount of $428,381, for the construction of five foot wide paved shoulders along Bauer Road, which will be reimbursed to the County; and
B. Adopt a Resolution authorizing the Chairman to sign the LAP Agreement.

| BACKGROUND: |
Ranked number 10 in the 2016 - 2020 Florida - Alabama Transportation Planning Organization's Transportation Alternatives Program Priorities, the project listed above, construction of five foot wide paved shoulders along both sides of CR 293 (Bauer Road) between CR 292A (Gulf Beach Highway) and SR 292 (Sorrento Road), has been programmed for construction in this fiscal year of the FDOT Five-Year Work Program.
Meeting in regular session on November 3, 2016, Escambia County (hereinafter referred to as the County) and the Florida Department of Transportation (hereinafter referred to as the Department and/or FDOT) entered into a LAP Agreement for the design of the project, which established that the maximum amount of funds that FDOT would reimburse the County for design of this project was $38,593. The cost of design, which is currently underway, and expected to be complete by the end of Spring 2017, totals $40,315, which exceeds the Department's reimbursable amount, making the County responsible for the remaining portion of $1,722.
This LAP Agreement between the County and FDOT establishes funding from FDOT in the amount of $428,381 for the construction phase of the project.
Upon completion of design, and the execution of the LAP Agreement for Construction, the County will begin the construction solicitation process. |
| BUDGETARY IMPACT: |
| ↵The Department will reimburse the County up to $428,381 for expenses related to the construction of this project. A supplemental budget amendment will be prepared by the Office of Management and Budget to recognize the funding for the LAP Agreement.
