RECOMMENDATION:
Recommendation Concerning Revisions to the Description of the RESTORE Program Manager Position - J. Taylor “Chips” Kirschenfeld, Director, Natural Resources Management Department

That the Board approve revisions to the description of the RESTORE Program Manager Position that was approved by the Board at its March 17, 2016, meeting.

NOTE:  The current duties of the RESTORE Program Manager are different than they were when the description, duties, and qualifications were written more than a year ago.  The primary duties will be to manage the County's Multiyear Implementation Plan, and seek to maximize funding opportunities for the County by leveraging the various potential funding sources.

BACKGROUND:
On November 17, 2015 (CAR II-15), the Board acknowledged and accepted the Notice of Award for Grant No. RDCGR080002-01-00 for planning assistance for the development of the RESTORE Multiyear Implementation Plan from the U.S. Department of the Treasury, Office of the Fiscal Assistant Secretary/Office of the Gulf Coast Restoration, in the amount of $415,850.11. Funding for the RESTORE Program Manager is included in the U.S. Department of the Treasury planning assistance grant.
 
The incumbent RESTORE Program Manager resigned in February 2017.  In preparation for advertising and refilling the position, staff became aware that current duties of the RESTORE Program Manager are different than they were when the description, duties, and qualifications were written more than a year ago.  The RESTORE Advisory Committee completed their tasks and has been dissolved, so the RESTORE Program Manager will no longer have the responsibility of attending those meetings, taking notes, preparing minutes, and providing action correspondence to the Committee. In addition, RESTORE projects and funding are now being allocated to the County, so the RESTORE Program Manager position has evolved into more of a grant-writing, project management and implementation position than a planning position.  The primary duties of the RESTORE Program Manager will be to manage the County’s Multiyear Implementation Plan, and seek to maximize funding opportunities for the County by leveraging the various potential funding sources.

LEGAL CONSIDERATIONS/SIGN-OFF:
No legal consideration associated with this recommendation.
PERSONNEL:
The RESTORE Program Manager will be in the Natural Resources Management Department.
POLICY/REQUIREMENT FOR BOARD ACTION:
Revisions to BCC-approved position descriptions must be approved by the Board.
IMPLEMENTATION/COORDINATION:
Natural Resources Management Department staff will coordinate with the Budget Office and the Human Resources Department to advertise and fill this position after Board approval.
