RECOMMENDATION:

February 9, 2017 - Communication request from Howard Elliott, Fidelis Ministries, asking for relief on the two MSBUs (Municipal Services Benefit Units) that will be attached to their 2017 tax bills for clean ups conducted on the properties located at 2100 Block W Town Street and 2111 W Town Street.

Recommendation: That the Board review and consider relief request made by Howard Fidelis concerning two MSBUs which will be attached to the owner's 2017 tax bills.

BACKGROUND:

The Office of Environmental Enforcement received complaints on two properties owned by PRFC Properties, LLC. The properties located at 2100 Block W Town Street and 2111 W Town Street were both noticed for overgrowth, trash and debris under Escambia County's Summary Abatement Ordinance. Owners failed to comply with notice of violations. Officer followed up with citation to owners for violations. All notices and citations were received by the owner. Owners failed to comply so properties were referred over for county abatement.

The owner was noticed under Section 42-164, Escambia County Code of Ordinances. This section gives the county authority to issue notice of violation to property owners under Summary Abatement. If owner fails to abate all violations, the county may act to abate all violations. The County may also elect to impose a non-ad valorem special assessment on the property for the cost of the abatement pursuant to Section 42-165 of the Escambia County Code of Ordinances.

The total cost for the clean ups were $150.00 for 2111 W Town Street and $325.00 for 2100 Block of W Town Street. The costs of the clean ups will be attached to the owner's 2017 tax bills.

Abatement Cost: 2111 W Town Street $150.00
