RECOMMENDATION:

Recommendation Concerning the Reallocation of Three Relief Positions to Three Full-time Line Battalion Chiefs Positions - Michael D. Weaver, Public Safety Department Director

That the Board authorize the reallocation of three part-time relief positions to three full-time Battalion Chiefs for the Escambia County Fire Rescue Division within the Public Safety Department.

BACKGROUND:

In 2001 Fire Rescue (Fire) had three line Battalion Chiefs and a total of forty-eight Firefighters. Today Fire has grown to 153 line Firefighters and remain with only three line Battalion Chiefs. Statistics for the last two years illustrates that our Battalion Chiefs response times to emergency incidents is over ten minutes 31% of the time. It's paramount that we reduce their primary response area to get them to these scenes in a more timely fashion. Fires become increasingly challenging if they are not brought under control within the first 5 to 8 minutes. The Battalion Chiefs are the proper individuals to command these incidents. The Battalion Chiefs are the ones with the advanced education, training and experience to establish proper tactics and strategies for these operations.

Although these positions were not planned or funded in the 2016-2017 Fire Rescue's Budget, the projections indicate that with the reallocations of three part-time positions, that there will be sufficient funds in the existing budget to cover the cost of the Battalion Chiefs through the end of the Fiscal Year.

BUDGETARY IMPACT:

Funding for the three Battalion Chiefs is available in the current year's budget.
