RECOMMENDATION:
5:33 p.m. Public Hearing concerning Fiscal Year 2017 Grant Application for Federal Transit Administration Section 5339 - Bus and Bus Facilities.

Recommendation:  That the Board take the following action concerning the Fiscal Year 2017 Grant Application for Federal Transit Administration (FTA) Section 5339:

A. Conduct the Public Hearing for the purpose of receiving comments from the general public on the Grant Application by Escambia County Area Transit (ECAT) for $183,316 in Federal Assistance for Capital Projects;

B. Approve, or amend and approve, the Grant Application, after receiving comments at the Public Hearing;

C. Adopt the Resolution authorizing the Chairman and/or County Administrator to execute all appropriate documents for the processing and receipt of Federal funds from FTA; and

D. Authorize the ECAT General Manager to file the Grant Application via the Federal Transportation Award Management System (TrAMS).

[Budgetary Impact:  Capital Project funds require an 80/20 match.  The local match will be funded by State of Florida Toll Revenue Credits. Therefore, 100% will be reimbursed up to the maximum allowed $183,316]
BACKGROUND:
FTA guidelines require that all applications for financial assistance from FTA be submitted after a Public Hearing is held. The purpose of the hearing is to allow the submitting agency to receive comments from the public concerning the Grant Program of Projects. Effective January 1, 2016, Grant Applications, Execution, and Grant Administration Progress Reports must be submitted electronically via the Transportation Award Management System (TrAMS).

The published partial apportionment for Section 5339 is $183,316.  The proposed budget for this Grant Application is as follows:

The current plan for the amenity portion of this grant is to continue upgrades and rehabilitation of the older bus shelters and benches in the ECAT service area, and to purchase new benches and shelters as necessary.
BUDGETARY IMPACT:
Capital Project funds require an 80/20 match. The local match will be funded by State of Florida Toll Revenue Credits. Therefore, 100% of the funds will be reimbursed up to the maximum allowed $183,316.

Upon award of the Grant Funds by the FTA, a Supplemental Budget Amendment will be required to recognize the funds in Fund 320.

Upon approval of this recommendation, ECAT personnel will electronically file all the required documentation and will coordinate with the FTA and Florida Department of Transportation (FDOT) for all necessary funding activities covered by this Grant.
