RECOMMENDATION:
Recommendation Concerning the SR 292 (Perdido Key Drive) Multi-Use Path Project - Joy D. Blackmon, P.E., Public Works Department Director

That the Board adopt and authorize the Chairman to sign the Resolution Requesting and Supporting an Amendment to the Florida Department of Transportation's Fiscal Year 2018-2022 Five-Year Work Program Relating to the SR 292 (Perdido Key Drive) Multi-Use Path Project (Project #4389082).

BACKGROUND:
Upon the recent release of FDOT's tentative Five-Year Work Program, Escambia County Public Works staff and FDOT District 3 staff have been discussing the possible advance of the construction phase for the Perdido Key Drive Multi-Use Path Project. County staff has requested that FDOT consider advancing the construction phase from the currently-scheduled Fiscal Year 2021 to Fiscal Year 2019. 

County staff previously submitted for State of Florida Shared-Use Non-Motorized (SUN) Trail funds to help fund the project, and was awarded approximately $1.12M. FDOT has programmed those funds for Fiscal Year 2021 for the construction of the west segment (AL State Line to State Park Entrance). This project will provide greatly needed safety, pedestrian, and quality of life improvements to the Perdido Key Drive corridor.

It is anticipated that a Reimbursable Agreement between the County and FDOT for the SUN Trail funds will be executed prior to Fiscal Year 2019, if this advancement request is approved. 
BUDGETARY IMPACT:
The funding source for the Construction Phase advancement will be LOST IV; the County will be reimbursed the funds, totaling $2,246,000.00, from FDOT in Fiscal Year 2021. 
LEGAL CONSIDERATIONS/SIGN-OFF:
Kristin Hual, Assistant County Attorney, reviewed and approved the Resolution for legal sufficiency.

Upon adoption of the Resolution, Public Works staff will coordinate with and submit the signed Resolution to FDOT for consideration.
