RECOMMENDATION:
Recommendation Concerning the Florida Department of Transportation Section 5310 Program Grant Application - Joy D. Blackmon, P.E., Public Works Department Director

That the Board take the following action concerning the State of Florida Department of Transportation (FDOT) Grant Application for Section 5310 funding and Federal Transit Administration (FTA) urbanized area funding to be used by Escambia County for the purchase of three Americans with Disabilities Act of 1990 (ADA) buses:

A. Adopt the Resolution authorizing Escambia County to apply for and accept certain grant awards made by the Florida Department of Transportation (FDOT) and by the Federal Transit Administration (FTA) Act of 1964; and

B. Authorize the Chairman or Vice Chairman to execute the Resolution and all other required documents pertaining to acceptance and expenditure of grant funds, including notification of funding and electronic document filing, pending Legal approval, without further action of the Board.

[Funding:  Escambia County is required to provide a 10% match for Section 5310 Capital Awards ($22,500).  These funds will be included in the Escambia County Area Transit (ECAT) Fiscal Year 2017/2018 Budget]


 
BACKGROUND:
There are currently 27 vehicles in the fleet available to Escambia County Community Transportation (ECCT). Community Transportation, to function effectively, requires a fleet of 30 vehicles. This application is to acquire the funds necessary to increase the fleet by three vehicles. ECCT currently must hire third party vendors to complete trips that the current fleet cannot accommodate. The three new vehicles will reduce the amount of third party vendors required to assist ECCT to meet its requirements. Award of the grant funds is not expected until late 2017, which would mean vehicle delivery in mid 2018; therefore, the 10% match will be reflected in the 2017/2018 Budget.

3 - Paratransit busses $225,000
Total Budget $225,000

Upon approval by the Board of County Commissioners, this proposed Program of Projects, including any Amendments, becomes the final Program of Projects.

The particular vehicles will be chosen from the State contract and will be similar to the current fleet vehicles. FTA funds cannot be used if/when a local preference purchasing policy is utilized.

NOTE:  The three vehicles past their useful life (see attached fleet list) have been marked for replacement, and funding has been allocated through last year's 5310 grant. 
BUDGETARY IMPACT:
Escambia County is required to provide a 10% match for Section 5310 Capital Awards ($22,500). These funds will be included in the Escambia County Area Transit (ECAT) Fiscal Year 2017/2018 Budget.
LEGAL CONSIDERATIONS/SIGN-OFF:
Kristin Hual, Assistant County Attorney, has approved as to form and legal sufficiency.

IMPLEMENTATION/COORDINATION:
Upon the Board's approval, Clerk's Office staff will need to certify two copies of the Resolution for ECAT. Funds are accessed upon grant award, acceptance of award, and all approvals. ECAT personnel will continue to coordinate with FDOT staff to complete all implementation requirements.
