RECOMMENDATION:
Recommendation Concerning the State Road 292 (Gulf Beach Highway) Intersection Improvements Project - Joy D. Blackmon, P.E., Public Works Department Director

That the Board adopt and authorize the Chairman to sign the Resolution Requesting and Supporting an Amendment to the Florida Department of Transportation's Fiscal Year 2018-2022 Five-Year Work Program Relating to the SR 292 (Gulf Beach Highway) Intersection Improvements Project (Project #4406581).

BACKGROUND:
Upon the recent release of FDOT's tentative Five-Year Work Program, Escambia County Public Works staff and FDOT District 3 staff have been discussing possibly advancing the construction phase for the Gulf Beach Highway Intersection Improvements Project from from the currently-scheduled Fiscal Year 2020 to Fiscal Year 2016. The project is already at 100% design, with permits approved, and signal equipment which has been purchased and is waiting to be installed. This project is truly shovel ready. 

County staff previously submitted for and was awarded State of Florida CIGP funds to help offset the local lift for the construction. The funds are programmed in for Fiscal Year 2020; FDOT has agreed to reimburse the County the CIGP funds (totaling $312,000) in that fiscal year, if the County is able to fund the construction in Fiscal Year 2018. 

This project will provide greatly needed safety and traffic operational improvements to the Gulf Beach Highway corridor from Navy Boulevard west to Fairfield Drive, will entail the installation of two new mast-arm signals, at Sunset Avenue and Patton Drive along Gulf Beach Highway, with both signals being synchronized for optimal traffic efficiency, and is expected to also provide minor drainage improvements and pedestrian amenities. 

It is anticipated that a Reimbursable Agreement between the County and FDOT for the CIGP funds will be executed prior to Fiscal Year 2018, if this advancement request is approved.
