RECOMMENDATION:
Recommendation Concerning the Agreement for Oral Health Care Services between Escambia County and Escambia Community Clinics, Inc. - Jack R. Brown, County Administrator

That the Board take the following action concerning the Agreement for Oral Health Care Services between Escambia County and Escambia Community Clinics, Inc.:

A. Approve the Agreement for Oral Health Care Services between Escambia County and Escambia Community Clinics, Inc., that provides for the treatment of both emergency and non-emergency oral health care conditions of Escambia County Jail inmates; and

B. Authorize the County Administrator to execute the Agreement.

BACKGROUND:
In June 2016, the Escambia County Jail received notice that their contracted Dentist would no longer be providing services to the facility after July 23, 2016.  At this time an RFP (PD15-16.069) was issued in order to procure dental services for the Escambia County Jail.  The RFP received no responses from parties interested in providing services within the jail.  Due to this lack of interest it was decided that the Jail would be forced to take the inmates in need of care to an outside facility.  Since the total estimated annual cost for these services would not exceed the $50,000 threshold, the health services staff reached out to a number of local providers and obtained competitive quotes for the desired services.  It was determined that Escambia Community Clinics, Inc. offered the most advantageous pricing structure.
BUDGETARY IMPACT:
Funding is available in Fund 001, General Fund, Cost Center 290402, Inmate Medical.

Kristin Hual, Assistant County Attorney, has reviewed and approved this agreement.

POLICY/REQUIREMENT FOR BOARD ACTION:
Escambia County Board of County Commissioners' policy requires contracts and agreements to be approved by the Board of County Commissioners.
IMPLEMENTATION/COORDINATION:
Contract requirements will be carried out by the Escambia County Department of Corrections.
