RECOMMENDATION:
Recommendation Concerning a Contract Award for Design Services for Perdido Landfill GCCS Expansion Project - Claudia Simmons, Office of Purchasing, Purchasing Manager.

That the Board approve and authorize the County Administrator to sign the Agreement between Escambia County, Florida and Geosyntec Consultants, Inc., per the terms and conditions of PD 15-16.103, Design Services for Perdido Landfill GCCS Expansion Project, for a lump sum of $139,096.

BACKGROUND:
The Escambia County Perdido Landfill is undergoing an expansion of the gas collection and control system (GCCS).  The purpose of the GCCS expansion is to increase the landfill gas collection efficiency and maintain compliance with Title V and New Source Performance Standards (NSPS) requirements as lifts of waste continue to be placed in the active cells.  In addition, the expansion is necessary to continue to meet the landfill gas fuel levels required under the Escambia County/ Gulf Power Gas-to-Energy Contract.  The scope of work includes an assessment of the existing GCCS, design for expansion of the existing GCCS, bid and construction support services, and completing FDEP reporting requirements.

Requests for Letters of Interest, PD 15-16.103, Design Services for Perdido Landfill GCCS Expansion Project, were publicly noticed in the Pensacola News Journal on Monday, September 09, 2016.  Two hundred ten firms were notified on Monday, September 9, 2016.  Responses were received from three firms on Tuesday, October 11, 2016. Discussions were held with three firms on Wednesday, October 26, 2016.   The selection committee ranked the firms in the following order:
  1. Geosyntec Consultants, Inc.
  2. SCS Engineers
  3. HDR Engineering, Inc.
Negotiations were held with Geosyntec Consultants, Inc., on Tuesday, November 08 and Tuesday, November 15, 2016 resulting with a final negotiated total fee of $139,096.

All work associated with this recommendation was done in-house and no additional staff was required.
POLICY/REQUIREMENT FOR BOARD ACTION:
This recommendation is in compliance with the Code of Ordinances of Escambia County, FL 1999, Chapter 46, Finance, Article II Purchases and Contracts.
