Recommendation Concerning Killam Road Dirt Road Paving and Drainage Improvements - Claudia Simmons, Manager, Office of Purchasing

That the Board approve and authorize the County Administrator to sign the Agreement between Escambia County, Florida, and Site and Utility, LLC, per the terms and conditions of  PD 16-17.002, Killam Road Dirt Road Paving and Drainage Improvements, in the amount of 1,015,163.25.

BACKGROUND:
The Invitation to Bid PD 16-17.002 Killam Road Dirt Road Paving and Drainage Improvements advertised in the Pensacola News Journal on Monday, October 3, 2016.  Eighteen contractors were notified on Monday, October 3, 2016.  Five bids and one no bid were  received on November 3, 2016.  Site and Utility, LLC is the low bidder.This recommendation is for the award of a contract to Site Utility, LLC for the dirt road paving and installation of drainage improvements on Killam Road from State Road 4-A to Stateline Road. The total length of this roadway is approximately 4,500 linear feet. The improved two lane roadway section will consist of 11-foot wide lanes, 2-foot grassed shoulders with roadside ditches, and paved existing residential driveways.Drainage improvements will include a new cross-drain, new driveway culverts as necessary, armoring of 2,900 LF of roadside ditches, stormwater inlets, and the addition of 1,700 LF of subsurface storm piping. The contract bid amount is $1,015,163.25. This project will be funded with LOST III Dirt Road Paving Program dollars.
The expected construction contract length is 150 days. Construction is anticipated to start in January 2017.

IMPLEMENTATION/COORDINATION:
