RECOMMENDATION:

Recommendation Concerning Authorization for Access and Signature for the Transit Award Management System - Joy D. Blackmon, P.E., Public Works Department Director

That the Board take the following action concerning the Transit Award Management System (TrAMS) Memo:

A. Authorize the Chairman to sign the Designation of Signature Authority for the Transit Award Management System (TrAMS) Memo; and

B. Authorize the Chairman to obtain a Personal Identification Number (PIN) so that the Chairman may, on behalf of Escambia County, Florida, file and execute applications and documents required for Federal Transit Administration (FTA) Grants. These applications and documents include, but are not limited to the annual Certifications and Assurances.

BACKGROUND:

The FTA annually publishes Certifications and Assurances that must be signed by the Chairman of the Escambia County Board of County Commissioners. They also require that these same Certifications and Assurances to be pinned in the TrAMS. County Staff requests that the Chairman be approved to be assigned a PIN by FTA by signing the included memo - the format for which was provided by the FTA.

Upon approval, ECAT staff will submit signed Memo to FTA. The Chairman will be authorized to have a PIN and ECAT staff will assist with pinning the Certifications and Assurances into TrAMS.
