Recommendation Concerning Florida Fish and Wildlife Conservation Commission Derelict Vessel Removal Grant Application - J. Taylor "Chips" Kirschenfeld, Director, Department of Natural Resources Management

That the Board approve and authorize the County Administrator to sign the Florida Fish and Wildlife Conservation Commission Derelict Vessel Removal Grant Application, with local matching of in-kind services and up to $50,000 from Vessel Registration Fees.

BACKGROUND:

Florida Fish and Wildlife Conservation Commission (FWC) has announced a Derelict Vessel Removal Grant Opportunity to fund removal of vessels that have been declared “derelict” by law enforcement officers pursuant to Florida Statutes. Escambia County Marine Resources Division (MRD) has identified vessels that may be eligible for removal, and has requested declaration by FWC Law Enforcement. Upon completion of all grant prerequisites, including estimation of costs, Escambia County will prepare the grant application and submit to the County Administrator for signature. As required by FWC, Escambia County will provide matching funds (minimum of 15%) from Fund 110, Other Grants & Projects; Cost Center 220807, Vessel Registration Fees. To the extent allowed by FWC (maximum of 10%), Escambia County will maximize utilization for in-kind match.

If the grant is awarded by FWC, the Grant Agreement will be reviewed by the County Attorney's Office prior to presentation to the Board for final approval.
