1. Call to Order
Chairman Bryant called the meeting to order at 6:08 p.m.
             
2. Invocation
Dr. Bryant led a moment of silence.
             
3. Pledge of Allegiance
Dr. Bryant led the Pledge of Allegiance.
             
4. Board Member Forum
There was nothing for the good of the whole.
             
5. Approval of March 4, 2019 meeting minutes.
             
A. Approval of Meeting Minutes of the March 4, 2019 meeting as corrected.

6. Items for Discussion
             
A.
OLF8 update - Commissioner Bergosh

Commissioner Bergosh reported that on April 1, 2019, the County had an official ceremony marking the ownership of OLF8. He stated the Board of County Commissioners is in the process of acquiring a master planner and that an agreement has been made with Navy Federal Credit Union to pay for the plan. Commissioner Bergosh reported that there is a lot of interest in the property and he is hopeful to see jobs, retail establishments and much needed restaurants.

Citizen, Theresa Blackwell, was able to do a ride-around on the property and stated that the property is beautiful.
Citizen, Chester Holland, stated his appreciation of the hearing enhancement device that the County purchased. Mr. Holland said that it worked beautifully and made it able for him to hear the entire program.


             
B. Library Update- Dr. Bryant

Dr. Bryant stated that she was unable to attend the last Library Board of Governance meeting, but the decision to keep the former banking drive-throughs was still being discussed.

             
C.
Update on Local Traffic Issues  - Report from David Forte

Commissioner Bergosh presented the report, emphasizing that he has received a lot of positive comments about the new traffic light at Beulah Road and Mobile Highway.

D. Refining of questions for citizen survey.
The Committee reviewed and refined questions for a citizens survey, that will be given to a master planner.

7. Public Forum
Margaret Hostetter would like to see the BOCC bring back concurrency and higher development standards.
Commissioner Bergosh inquired to Director Horace Jones if concurrency could be included in an overlay plan. Mr. Jones said he would have to do some research but would report his findings.
Theresa Blackwell spoke in favor of concurrency so that taxpayers did not have to pay for the infrastructure needed for developments.

The next NW District 1 Advisory meeting is scheduled for Monday, May 6, 2019 at 6:00 p.m., Beulah Middle School, 6001 W Nine Mile Rd Pensacola, Florida.
