RECOMMENDATION:
Recommendation Concerning CR 99, Resurfacing and Rehab - Paul Nobles, Purchasing Manager, Office of Purchasing

That the Board approve and authorize the Interim County Administrator to sign the Agreement between Escambia County, Florida, and Panhandle Grading & Paving, Inc., per the terms and conditions of PD 18-19.030, CR99 Resurfacing and Rehab, in the amount of $2,401,162.02.

[Funding:  Funding currently available in Fund 353, LOST IV, Cost Center 210106, Object Code 56301, Project Number 19EN0615 - $1,726,325.  Additional funding required $674,837.02, funding source to be determined]
BACKGROUND:
This project consists of the resurfacing and/or reconstructing in portion or whole of 8.01 miles of County Road 99 (CR 99) from State Road 97 (Atmore Hwy) to the Alabama Stateline. This project will also include other work associated with the reconstruction of roadways such as maintenance of traffic, stormwater pollution prevention, sod stabilization shoulder work, pavement striping, etc.

The Legal Advertisement for this Invitation to be was advertised in the Pensacola News Journal on February 19, 2019. Additionally, the solicitation was noticed to 100 email addresses registered through Vendor Registry. A non-mandatory pre-solicitation conference was held on March 06, 2019, and was attended by three firms. Three bids were received on March 21, 2019.
BUDGETARY IMPACT:
Funding currently available Fund, 353 LOST IV, Cost Center 210106, Object Code 56301, Project Number 19EN0615 - $1,726,325.  Additional funding required $674,837.02

PERSONNEL:
All work associated with the recommendation was done in-house and no additional staff was required.
POLICY/REQUIREMENT FOR BOARD ACTION:
This recommendatin is in compliance with the Code of Ordinances of Escambia Count, FL 1999, Chapter 46, Finance, Article II Purchases and Contracts.
IMPLEMENTATION/COORDINATION:
The Office of Purchasing will issue the Attorney's Standard Form of Contract, Form D: Road/Drainage and Purchase Order.
