RECOMMENDATION:
Recommendation Concerning Local Government Certification Form for Emergency Solutions Grant Application to the State of Florida - Tonya Green, Neighborhood & Human Services Department Director

That the Board ratify the signature of the Interim County Administrator on the Local Government Certification Form for the Emergency Solutions Grant Application to the State of Florida, to allow Opening Doors Northwest Florida to apply for this funding.

BACKGROUND:
The Florida Department of Children and Families issued a competitive application for HUD Emergency Solutions Grant (ESG) funding, which was due to the State through their Unified Homelessness Grant Request for Applications on March 29. Only the Continuums of Care (COC) are eligible to apply for this funding. Opening Doors Northwest Florida is the lead COC agency for Escambia and Santa Rosa Counties. Because Escambia County did not receive a direct allocation of ESG funding from HUD this current fiscal year, Opening Doors can apply for up to $300,000 in ESG funding from the State through this competitive process. ESG funds may only be used for the following per HUD regulation: street outreach, emergency shelter, homelessness prevention, rapid rehousing, Homeless Management Information System (HMIS), and administration. A certification is needed from the local government where the ESG shelter activities will be taking place approving serving citizens in our jurisdiction. Due to the time sensitive nature of the application, this recommendation is seeking ratification of the Interim County Administrator's signature on the certification form (attached) which allowed Opening Doors to make application and be considered for the funding. It is anticipated that award notices will be made April 29, 2019 with contracts executed July 1, 2019.

BUDGETARY IMPACT:
Not applicable. No County funding will be received or committed as a part of this grant application. Opening Doors is eligible to apply to the State for this funding as the County did not receive ESG entitlement funding this current fiscal year.

POLICY/REQUIREMENT FOR BOARD ACTION:
A local government certification form was required in order for Opening Doors to apply for funding. Ratification of the Interim County Administrator's signature is necessary as a Board Meeting was not available before the grant deadline of March 29.
