RECOMMENDATION: |
Recommendation Concerning Scheduling a Public Hearing for the Fiscal Year 2019 Proposed Grant Application for Mass Transit Projects - Mike Crittenden, Mass Transit Department Director
That the Board authorize the scheduling of a Public Hearing for April 16th, 2019, at 9:01 a.m., for the purpose of receiving comments from the public concerning the Fiscal Year (FY) 2019 proposed Grant Application by Escambia County Area Transit (ECAT) for Mass Transit Projects for Federal Transit Administration (FTA) Section 5307 Funds for Operating and Capital expenses.

BACKGROUND: |
FTA guidelines require that all applications for financial assistance from FTA be submitted after a public hearing is held for the purpose of receiving comments from the public concerning the Grant Program of Projects. Effective January 1, 2016, Grant Applications, Execution, and Grant Administration Progress Reports must be submitted electronically via the Transportation Award Management System (TrAMS).
The FTA publishes apportionments annually and have apportioned $3,469,635 to Escambia County for FY19. An additional $64,022 has been apportioned to Baldwin County. Mass Transit staff recommend that Escambia County Board of County Commissioners apply for these apportionments by approving this applicatioin for the below Program of Projects.
PROGRAM OF PROJECTS
The Project budget was developed with the latest Pensacola Urbanized Area Transportation Improvement Plan update adopted by the Florida-Alabama Transportation Planning Organization (TPO). The Budget for this Grant Application is as follows:

BUDGETARY IMPACT: |
The Grant Application is for a total of $3,533,657. Operating Assistance of $2,456,231 requires a local 50% match. Operating costs will be reimbursed at 50% up to the allowed maximum of $2,456,231. The local match is included in the FY 2019 Budget.
Preventive Maintenance, ADA Paratransit service, and safety requires a 20% local match of $269,357. The local match is covered by Florida Toll Revenue Credits. |
