RECOMMENDATION:
Recommendation Concerning the Authorization for Acquisition of a Portion of Real Property Located at 1877 West Kingsfield Road - Joy Jones, P.E., Engineering Department Director

That the Board approve, by a super-majority vote, or deny the following action regarding the purchase of the north 60 feet of 1877 West Kingsfield Road from Mr. and Mrs. Elmer R. Crosby, for the West Kingsfield Road Extension Project:

A. Approve the offer of $143,200, which is above the appraised value, to Mr. and Mrs. Elmer R. Crosby, for the north 60 feet of their property located at 1877 West Kingsfield Road;

B. Approve the Contract for Sale and Purchase, subject to Legal review and sign-off, for the acquisition of a portion of real property located at 1877 West Kingsfield Road; and

C. Authorize the County Attorney's Office to prepare, and the Chairman or Vice Chairman to execute, subject to Legal review and sign-off, any documents necessary to complete the acquisition of these properties without further action of the Board (if the purchase is approved).

THE CONTRACT FOR SALE AND PURCHASE WILL BE DISTRIBUTED UNDER SEPARATE COVER.

BACKGROUND:
Mr. and Mrs. Elmer Crosby own property located at 1877 West Kingsfield Road. The overall parcel is approximately 14 acres and lies within the proposed path for the extension of West Kingsfield Road. The county would like to purchase the north 60-foot strip of the Crosby's land, approximately 80,773 square feet, to facilitate this project. The subject parcel has been appraised at $88,200.00. Meeting in regular session on January 10, 2019, the Board approved an offer of $128,200, which the Crosby's declined.

County staff currently has the project in design under contract with Mott MacDonald. Additional property acquisitions will be necessary.
BUDGETARY IMPACT:

Funding for this project is available in Fund 352, LOST III, Account 210107, Object Code 56101, Project 11EN1405.

LEGAL CONSIDERATIONS/SIGN-OFF:
The County Attorney's office will prepare the closing documents and conduct the closing for the purchase of this property. The Contract for Sale and Purchase will be reviewed/approved by Legal.
PERSONNEL:
All work associated with this request is being done in-house and no additional staff is required.
POLICY/REQUIREMENT FOR BOARD ACTION:
These actions are consistent with the provisions of Section 46-139 of the Escambia County Code of Ordinances.
IMPLEMENTATION/COORDINATION:
Upon Board approval, staff will maintain compliance with Section 46-139 of the County Codes.
