RECOMMENDATION:

Recommendation Concerning a Gulf Power Survey Request - Joy Jones, P.E., Engineering Department Director

That the Board approve and authorize the Chairman to sign the Survey Notification Form from Gulf Power. This request is to allow Gulf Power to continue with civil surveying and to authorize environmental and/or archaeological evaluations on County properties for the purpose of installing a natural gas pipeline.

The five properties involved are all located in Commission District 5.

BACKGROUND:

Gulf Power is in the early stages of looking at the possibility of an underground natural gas pipeline that could serve Gulf Power's Crist Plant. One of the initial parts of that process is surveying the land along potential routes of the proposed pipeline; the exact route has not been determined. There is a potential for the pipeline to cross approximately five county-owned properties. To continue with their due diligence, Gulf Power has requested that the Board of County Commissioners sign and return their Survey Notification Form.

Florida laws (Florida Statutes, Sections 472.029 and 471.027) provide the rights for surveyors and engineers to enter an owner's land to support public infrastructure activities; additional environmental and archeological surveys may be needed on county-owned properties.
