RECOMMENDATION: |
Recommendation Concerning the Issuance of Fiscal Year 2018/2019 Purchase Orders in Excess of $50,000 for the Engineering Department - Joy Jones, Engineering Department Director
That the Board approve the issuance of blanket and/or individual Purchase Orders in excess of $50,000, for Fiscal Year 2018/2019, based upon previously-awarded Contracts, Contractual Agreements, or annual requirements as provided, for the Engineering Department as follows:

BACKGROUND: |
The issuance of these Purchase Orders is necessary to ensure continuity of services traditionally provided by the Board of County Commissioners to the citizens of Escambia for fiscal year 2018/2019.
Transportation Control Systems (TCS) is an authorized vendor for multiple types of traffic signalization devices (cabinets, controllers, wireless connectivity devices, etc.), and as staff needs to replace devices due to age, condition, etc. and continures to expand the ATMS/ITS network there is a relatively significant cost savings for staff to purchase the devices directly form TCS, as compared to purchasing through our traffic signal response and maintenancecontractor Ingram Signalization, Inc.
Currently, the County has expended approximately $40,000 for various traffic signal devices this fiscal year. With the need and benefit of having replacement stock on hand, especially for the upcoming warm season, staff is requesting the board to approve the issuance of a purchase order to TCS in excess of $50,000 for not-to-exceed $150,000. Staff prefers to have 2 signal cabinets, 10 controllers, 3 UPS's and a limited number of various other traffic signal devices on stock for replacement purposes, and the approval of the purchase order will allow staff to replenish its stock.
Staff, if feasible, will replace the devices as needed (cost savings as compared to paying ingram to do so), or at lease will have the devices on hand to provide to Ingram (rather than Ingram purchasing the devices with markup). |

IMPLEMENTATION/COORDINATION: |
The Engineering Department will work with the Purchasing Office staff to prepare Purchase Orders as needed. |
