Recommendation Concerning the Surface Water Quality Monitoring Program Update - J. Taylor "Chips" Kirschenfeld, Director, Department of Natural Resources Management

That the Board accept the information report regarding Natural Resources Management Department environmental monitoring in Escambia County.
BACKGROUND:
At its September 19, 2019 regular meeting, the Board requested an update of monitoring activities performed by the Natural Resource Management Department.  The following is a description of the Department's monitoring programs:

National Pollutant Discharge Elimination System (NPDES) Ambient Program (09/2017 – present)
Purpose: Develop surface water quality status and trends for local waterways.  Evaluate effectiveness of municipal separate storm sewer system (MS4) for Escambia County and National Pollution Discharge Elimination System (NPDES) co-permittees.  Find and eliminate sources of non-point source pollution contributing to non-compliance with surface water quality standards based on designated use.
Requirement: NPDES permit (#FLS000019-04) Part V.B. Assessment Program; interlocal agreements with Florida Department of Transportation (FDOT), City of Pensacola, Town of Century
Station Locations: 28 stations located within creeks, streams, bayous, and other local waterways
Sampling Frequency: Monthly with quarterly expanded parameter list
Sampling Type: Surface waters
Parameters: bacteria (Enterococcus or E. Coli), nutrients (TKN, NOx, TP), total suspended solids (TSS), chlorophyll-a, temperature, pH, specific conductance, dissolved oxygen, dissolved oxygen saturation, and turbidity
 
 
Bayou Chico Basin Management Action Plan (BMAP) (04/2012 - present)
Purpose: Address water quality impairment for bacteria as identified in Total Maximum Daily Load (TMDL) for Bayou Chico (Waterbody ID or WBID 846), Jackson Creek (WBID 846B), Jones Creek (WBID 846A), Bayou Chico Drain (WBID 846C), Bayou Chico Beach (WBID 846CB), and Sanders Beach (WBID 848DA).  Find and eliminate sources of pollution contributing to non-compliance with surface water quality standards based on designated use.
Requirement: NPDES permit (#FLS000019-04) Part VIII.B.1 Compliance Requirements for Waterbodies with TMDL and BMAP; TMDL non-point source reduction goals; existing partnership in place with Florida Department of Environmental Protection (FDEP) where Escambia County conducts field work and FDEP analyzes samples
Station Locations: 7 stations located within Bayou Chico, Jackson Creek, Jones Creek, Maggie’s Ditch, and Sanders Beach
Sampling Frequency: Monthly
Sampling Type: Surface waters
Parameters: bacteria (Enterococcus or E. Coli), nutrients (TKN, NOx, TP), total suspended solids (TSS), chlorophyll-a, temperature, pH, specific conductance, dissolved oxygen, dissolved oxygen saturation, and turbidity; Microbial Source Tracking (MST) pilot project
 
Carpenter Creek Bacteria Pollution Control Plan (BPCP) (07/2016 – present)
Purpose: Address water quality impairment for bacteria as identified in Total Maximum Daily Load for Carpenter Creek (WBID 676). Find and eliminate sources of pollution contributing to non-compliance with surface water quality standards based on designated use.
Requirement: NPDES permit (#FLS000019-04) Part VIII.B.3 Compliance Requirements for Waterbodies with TMDL but without BMAP; TMDL Prioritization Plan; TMDL non-point source reduction goals
Station Locations: 6 stations located in Carpenter Creek at 12th Ave, Ninth Avenue, Brent Ave, Davis Hwy, Burgess Rd, and Olive Rd 
Sampling Frequency: Monthly
Sampling Type: Surface waters
Parameters: bacteria (Enterococcus or E. Coli), temperature, pH, specific conductance, dissolved oxygen, dissolved oxygen saturation, and turbidity
 
Eleven Mile Creek Bacteria Pollution Control Plan (BPCP) (09/2014 – present)
Purpose: Address water quality impairment for bacteria as identified in Total Maximum Daily Load for Eleven Mile Creek (WBID 489), Ten Mile Creek (WBID 489A), Hurst Branch (WBID 681), Eight Mile Creek (WBID 624), and Coffee Creek (WBID 489B). Find and eliminate sources of pollution contributing to non-compliance with surface water quality standards based on designated use.
Requirement: NPDES permit (#FLS000019-04) Part VIII.B.3 Compliance Requirements for Waterbodies with TMDL but without BMAP; TMDL Prioritization Plan; TMDL non-point source reduction goals
Station Locations: 6 stations located in Eleven Mile Creek at Hwy 297A & Hwy 90, and Ten Mile Creek, Eight Mile Creek, Coffee Creek, and Hurst Branch
Sampling Frequency: Monthly
Sampling Type: Surface waters
Parameters: bacteria (E. Coli), temperature, pH, specific conductance, dissolved oxygen, dissolved oxygen saturation, and turbidity
 
Rolling Hills Area Monitoring (04/2019 – present)
Purpose: Address community concerns regarding potential for downstream impacts associated with Construction & Demolition Debris and similar facilities located within the Wedgewood area.
Requirement: Escambia County Board of County Commissioners direction
Station Locations: 7 stations located in Marcus Creek and associated tributaries
Sampling Frequency: Monthly
Sampling Type: Surface waters

Purpose: Address potential for nuisance conditions and potential health concerns around the former Rolling Hills C&DD facility.
Requirement: Escambia County Board of County Commissioners direction; provide data to Florida Department of Health for review & consolation
Station Locations: 4 stations located at the Wedgewood Community Center, Rolling Hills Rd, and Pinestead Rd
Sampling Frequency: 30 mins
Sampling Type: Air
Parameters: H2S, system temperature, ambient temperature, wind direction, wind speed
 
Particulate Monitoring in Air (05/2016 – present)
Purpose: Address potential for nuisance conditions and potential health concerns around county permitted recycling facilities
Requirement: Escambia County Board of County Commissioners direction; county permit compliance
Station Locations: 10 county permitted recycling facilities and 3 temporary locations
Sampling Frequency: with commencement of recycling activities plus routine monitoring for a combined total of twice per quarter
Sampling Type: Air
Parameters: PM2.5 , meteorological data
