RECOMMENDATION:
Recommendation Concerning Senior Staff of Escambia County - Janice P. Gilley, County Administrator

The following positions are provided for your consideration:  

A. That the Board confirm the hiring of Ms. Jana Still as the Human Resources Department Director, with an annual salary of $85,883.20 per year, up to $3,000 for moving and relocation, and a $400 monthly vehicle allowance, effective Wednesday, November 6, 2019. This position is currently budgeted in the Fiscal Year 2019-2020; and

B. That the Board be aware of the reinstatement of the position of Emergency Medical Services Manager. This position was eliminated in the 2019-2020 Budget, and this request is a funding neutral request. A vacant position is being eliminated to offset any costs associated with the reinstatement.

BACKGROUND:
Escambia County has been without a permanent Human Resources Department Director since May, 2019. The position was advertised until July. Phone interviews were conducted the week of August 16th by the County Administrator and the Interim Assistant County Administrator. The candidates were narrowed to six. In September, each of the six candidates made presentations in-person at forums attended by Escambia County Department Directors and the staff of the Human Resources Department. The forums were followed by personal interviews by each candidate. After much deliberation, Ms. Jana Still was chosen as the top candidate.

The position of Emergency Medical Services Manager provides essential oversight of the operations and management of a critical organization within Escambia County. After review and consideration of responsibilities, it has been determined that to provide continued improvement and move toward excellence, a dedicated manager is important to EMS. This position also provides strategic focus on the mission of EMS within Public Safety.
BUDGETARY IMPACT:
The Human Resources Department Director position is budgeted for in the Fiscal Year 2019-2020 Budget. 

The Emergency Medical Services Manager position is a funding neutral reinstatement in the Fiscal Year 2019-2020 Budget through the elimination of a vacant position.

POLICY/REQUIREMENT FOR BOARD ACTION:
F.S. 125.74 (1) (k) Select, employ, and supervise all personnel and fill all vacancies, positions, or employment under the jurisdiction of the Board. However, the employment of all department heads shall require confirmation by the Board of County Commissioners.
IMPLEMENTATION/COORDINATION:
Upon Board approval, the County Administrator's Office will coordinate with the Human Resources Department to prepare the necessary paperwork.
