RECOMMENDATION:
Recommendation Concerning  Approval of the Application for Funding Assistance through the Florida Department of Law Enforcement to Support the Prison Rape Elimination Act Program Subgrant Application in the in the Amount of $26,450 - William R. Powell, Director of Corrections

That the Board take the following action concerning the Application for support of a prison rape elimination program for Escambia County Corrections, in the amount of $26,450:

A. Approve the Application for Funding Assistance regarding the Florida Department of Law Enforcement Prison Rape Elimination Act Program (PREA), requesting $26,450. The PREA program does not require matching funds. The Subgrant will be utilized to support processes that leverage technology to improve efforts to prevent, detect, and respond to sexual abuse (e.g., incident mapping technologies to identify locations within confinement facilities where inmates/residents/detainees and staff members are vulnerable and taking steps to mitigate these vulnerabilities) and plans to purchase equipment and/or supplies that are necessary to prevent, detect, or respond to sexual abuse within Escambia County Corrections;

B. Authorize the Chairman to execute the Lobbying, Debarment and Drug Free Workplace Certification as part of the Grant Application; and 

C. Authorize the Chief of Corrections to execute the SAM capabilities and compliance questionnaire and file the Application and other related documents as required by the FDLE.
BACKGROUND:
The overall goal of the Prison Rape Elimination Act Program is to establish zero tolerance cultures related to sexual abuse and harassment in confinement facilities. Through the Prison Rape Elimination Act (PREA) and the National PREA Standards, the Grant award will allow the Department to pursue and improve the overall safety of facilities for inmates, residents, detainees, and staff. In addition, expanding the Department's implementation of PREA Standards within the Escambia County Jail will support DOJ's critical goals of reducing crime, enhancing public safety, and providing vital services to crime victims. Most notably the Grant award will increase the Department's capacity to prevent, detect, and respond to sexual abuse in the Escambia County Jail. The Grant deadline is October 31, 2019. Should there be an award, the award will be brought before the Board for approval and acceptance.
BUDGETARY IMPACT:
The funds are made available through the FDLE Office of Criminal Justice Grants (OCJG) 2019 Prison Rape Elimination Act reallocation Grant program. There is no cost to the County.
LEGAL CONSIDERATIONS/SIGN-OFF:
This Application for Funding Assistance was reviewed by Kristin Hual, Senior Assistant County Attorney, and deemed legally sufficient.
PERSONNEL:
The Corrections Department staff will submit the Grant Application through the Florida Department of Law Enforcement grant portal.
POLICY/REQUIREMENT FOR BOARD ACTION:
The Board of County Commissioners' Grant Policy requires Board approval and authorization to execute Grant documents.
IMPLEMENTATION/COORDINATION:
The Corrections Department staff will submit the Grant Application pending Board approval and authorization.
