RECOMMENDATION:
Recommendation Concerning Group Medical Insurance - Paulette Stallworth, Interim Human Resources Department Director

That the Board take the following action concerning Group Medical Insurance: 

A. Approve the renewal action with Great Midwest Insurance Company as our Stop Loss Carrier from January 1, 2020, to December 31, 2020; 

B. Authorize the County Administrator to sign the Great Midwest Insurance Company Health Benefit Plan Excess Loss Coverage Signature Page; and 

C. Authorize increasing the County’s contribution to employees electing the HSA plan from $600 per year to $630 per year. The employee will now be responsible to pay the administrative fee instead of the County.

BACKGROUND:
Stop Loss premiums are negotiated on an annual basis. USI solicited the market again this year and our present provider agreed to no increase to our current premiums. This is an accomplishment in that normal increases are between 18 -23% due to claims costs increasing.
 
Stop Loss premiums are renewed each year based on our claims. By going to the market, we were able to reduce our Stop Loss premiums for 2019 by approximately $236,585. Our Stop Loss coverage matches our present level of coverage. Current plan design includes a specific deductible of $275,000 for covered individuals and an aggregating specific stop loss fund of $100,000.
 
For HSA, we are requesting to adjust the contribution by $30, which will eliminate the monthly auditing of the administrative fees. Presently, the County is paying the administrative fees and making this change will simplify the current auditing process.
BUDGETARY IMPACT:
Funds are available in Fund 501, Internal Service Fund, Cost Center 150108, Object Code 54501.
LEGAL CONSIDERATIONS/SIGN-OFF:
This is in accordance with Florida Statutes 112.09 and 112.0801.

The Human Resources Department will coordinate with Legal, the Office of Purchasing, and USI to distribute any renewal action documents.
