RECOMMENDATION:
Recommendation Concerning the Acceptance of the Bureau of Justice Assistance Fiscal Year 2019 PREA Standards, Protecting Inmates and Safeguarding Communities Grant - William R. Powell, Director of Corrections

That the Board take the following action regarding the Bureau of Justice Assistance Fiscal Year 2019 Prison Rape Elimination Act (PREA) Standards, Protecting Inmates and Safeguarding Communities Grant:

A. Approve the acceptance of the Bureau of Justice Assistance Fiscal Year 2019 PREA Standards, Protecting Inmates and Safeguarding Communities Grant in the amount of $168,516;

B. Authorize the Chairman to sign OJP Form 4000/2 under Grant Acceptance as the Authorized Grantee Official; and

C. Authorize the Chairman, as the County's authorized official, to execute any Amendments or other related documents as may be required for this Grant.

BACKGROUND:
As authorized by the Board on May 16, 2019, the Escambia County Corrections Department completed the Fiscal Year 2019 PREA Standards Grant Application. This two-year Grant initiative will assist in expanding the Department's implementation of PREA Standards while supporting DOJ's critical goals of reducing crime, enhancing public safety, and providing vital services to crime victims. Most notably, the Grant award will increase the Department's capacity to prevent, detect, and respond to sexual abuse in the Escambia County Jail. The full amount allocated to this initiative will be $168,516 awarded from the Grant along with $168,516 in matching funds from the Department. The required match breakdown over a two-year period ($168,516) would consist of salaries for the current staff members totaling $116,016 (Fund 001, Cost Center 290401) and equipment totaling $52,500 (Fund 111, Cost Center 290406). The match requirement will come from already approved and existing department funds.
BUDGETARY IMPACT:
The Grant funds are designed as a cost reimbursement program to Escambia County with a direct 50% match over a two-year implementation period. The match has already been identified from within existing departmental allocations.  No additional funds are being requested from the Board.
LEGAL CONSIDERATIONS/SIGN-OFF:
Kristin Hual, Senior Assistant County Attorney, has reviewed the award acceptance documents and approved it as to form and legal sufficiency.
PERSONNEL:
The Corrections Department staff will manage and implement the Grant program.
POLICY/REQUIREMENT FOR BOARD ACTION:
This Recommendation complies with all provisions of the Board of County Commissioners' Grant Policy.
IMPLEMENTATION/COORDINATION:
Corrections Department Staff will administer the Grant related program.
