RECOMMENDATION:
Recommendation Concerning the State of Florida, Division of Emergency Management, Federally-Funded Subgrant Agreement - FMA-PJ-04-FL-2015-020 Modification # 2 - Tim Tolbert, Building Official, Department Director

That the Board take the following action concerning the State of Florida, Division of Emergency Management, Federally-Funded Subgrant Agreement - Flood Mitigation Assistance Grant Modification:

A. Approve Modification # 2 to the Subgrant Agreement between the Division of Emergency Management and Escambia County, to modify the Federally-Funded Subgrant Agreement - Flood Mitigation Assistance Grant Program, providing an extension to Project Number FMA-PJ-04-FL-2015-020 through January 31, 2020; and

B. Authorize the Chairman to sign the Agreement.
BACKGROUND:
The State of Florida Division of Emergency Management distributes grants for the mitigation of repetitive losses. The State issues these funds to jurisdictions as subgrant recipients to be used for prevention of repetitive losses. Escambia County, as a participant in the National Flood Insurance Program ("NFIP"), was qualified and eligible to receive these grant funds for the locations specified under the Agreement. The Grant fund is being administered by a DEM approved third party, Arcadis U.S., Inc., pursuant to the original Agreement that was approved by the Board of County Commissioners and signed by the Chairman on July 26, 2017. The original Agreement had an expiration date of October 30, 2019. The State DEM has provided this modification to extend the expiration date of the Grant to January 31, 2020.   
BUDGETARY IMPACT:
This DEM Subgrant is federally funded and includes a cost share by each Grant Recipient. Escambia County, as the sub-recipient, will be required to reimburse the Grant Recipients and then receive reimbursement for those expended funds from the State. Grant administration fees are also paid from the funds.
LEGAL CONSIDERATIONS/SIGN-OFF:
This Modification to the previously approved Agreement has been reviewed and approved as to form and legal sufficiency by Charles Peppler, Deputy County Attorney.
PERSONNEL:

POLICY/REQUIREMENT FOR BOARD ACTION:
The Board requires its approval of Agreements and Modifications to approved Agreements.
IMPLEMENTATION/COORDINATION:
Upon final approval by the Board and the State, the Escambia County Building Services Department will coordinate with the State of Florida and the approved third party administrator regarding the projects.
