RECOMMENDATION:
Recommendation Concerning a Purchase Order for the Escambia-Pensacola Human Relations Commission  - Clara Long, Interim Neighborhood & Human Services Department Director

That the Board authorize the approval of a Purchase Order, on behalf of the Escambia-Pensacola Human Relations Commission, to hire a temporary Executive Director through Blue Arbor, in an amount not to exceed $35,404, to be split between Community Development Block Grant (CDBG) funds and general funds.

BACKGROUND:
On March 7, 2019, the Board enacted Ordinance 2019-13 to establish the Escambia-Pensacola Human Relations (EPHRC), and on April 4, 2019, the Board approved a new Interlocal Agreement with the City of Pensacola to establish the duties of the EPHRC and funding responsibilities of each local government relative to the EPHRC. Both the County and the City have appointed new members to the EPHRC Board.

At the September 4, 2019, meeting of the EPHRC, the EPHRC Board voted to request that the BCC hire an Executive Director on a temporary basis under their Blue Arbor Contract for up to six months, at a rate of $28.85/hour. Because the EPHRC does not currently have an Employee Identification Number (EIN) or a bank account, this will facilitate the use of a temporary staff person to aid the EPHRC Board in getting critical administrative duties established. This staff person's duties will include setting up bylaws and necessary policies and procedures, set up a new employee identification number, establish a new bank account, submit reports to the County and City, establish EPHRC and community training needs, and other duties as may be required by the EPHRC Board. The EPHRC Board anticipates interviewing potential candidates at its October 23 meeting.
BUDGETARY IMPACT:
Funds are available in the Fiscal Year 2019/2020 budget and were approved by the BCC during the budget hearings. Funding will come from budget allocations specifically approved by the BCC for the EPHRC from 2018 CDBG grant funds (Cost Center 370232) and the General Fund (Cost Center 110201).

POLICY/REQUIREMENT FOR BOARD ACTION:
The EPHRC Board requested the BCC's approval of this Purchase Order to Blue Arbor for temporary labor services.
IMPLEMENTATION/COORDINATION:
Neighborhood & Human Services and Budget Office staff will aid in implementation and oversight of the Purchase Order for the temporary Executive Director.
