RECOMMENDATION:
Recommendation Concerning the Student Internship Agreements for University of West Florida Students Working in Outside Non-Clinical Agencies - J. Taylor “Chips” Kirschenfeld, Director, Department of Natural Resources Management
 
That the Board take the following action concerning the Student Internship Agreements for University of West Florida (UWF) Students Working in Outside Non-Clinical Agencies:

A. Approve and authorize the Chairman to sign the Student Internship Agreements on behalf of the Department of Natural Resources Management and any subsequent Amendments, pending Legal review and sign-off, without further action of the Board; and
  
B. Authorize the Department Director (or designee) to sign documents relating to the implementation and/or completion of the Agreement.
BACKGROUND:
The Department of Natural Resources Management (NRM) has an active student internship program. Currently, the Marine Resources and Water Quality & Land Management Divisions host interns every semester affiliated with state and local institutions of higher learning, including UWF. Students participating in the NRM internship program receive valuable hands-on experience working in fields such as marine biology, environmental science, wildlife management, chemistry, urban forestry, land management, and GIS. Most students also have an opportunity to earn academic credit for participation in the NRM internship program. Until recently, UWF students were among those able to receive academic credit for participation. UWF policy now requires a Student Internship Agreement to be in place between the University and hosting agency for students to continue to qualify for academic credit. The purpose of the Agreement is to define the rights and responsibilities of both the University and the hosting agency. Once executed, the Agreement automatically renews annually unless terminated by either party upon written notice.
BUDGETARY IMPACT:
No budgetary impact associated with this Recommendation.
LEGAL CONSIDERATIONS/SIGN-OFF:
The Agreement was reviewed by Kristin Hual, Senior Assistant County Attorney.
PERSONNEL:
Student participation is intended to complement, rather than displace, work of NRM personnel. Student interns shall be required to comply with all applicable Escambia County policies and operational procedures.

Board Policy II.B.8.
IMPLEMENTATION/COORDINATION:
Department of Natural Resources Management staff will continue to coordinate with UWF and ensure implementation of the Agreement.
