RECOMMENDATION:
Recommendation Concerning Contract Award Pensacola High School/Spring Street Retention Ponds - Joy Jones, P.E., Engineering Department Director, through Paul Nobles, Purchasing Manager, Office of Purchasing

That the Board approve, and authorize the County Administrator to sign, the Agreement between Escambia County and Sigma Consulting Group, Inc., per the terms and conditions of PD 18-19.056, Design Services for Drainage Analysis, Pond Siting and Design for the Pensacola High School/Spring Street Retention Ponds, in the amount of $159,595.

BACKGROUND:
Spring Street and Bobe Street experience flooding events often mainly due to the City's Longhollow Pond being overwhelmed with storm water runoff. When overwhelmed, the existing drainage system floods the Baylen Street/Bobe Street area. This project will implement solutions identified in the Pensacola Bay Basin Study. The Project area is generally located from D Street in the Northwest to Maxwell and Baylen Streets in the Southeast. Preliminary discussions are positive for School Board/County coordination for stormwater needs. Runoff from County streets has historically flowed toward School Board Property. The County owns the block bounded by Bobe Street, Maxwell Street, Spring Street, and Baylen Street. Part of this property is a potential pond site and could be considered during the pond siting phase. The County medical clinic is located on a portion of this block.

The scope shall include surveying, design, permitting, public involvement, construction oversight & project closeout services, etc.

Requests for Letters of Interest, PD 18-19.056, Design Services for Drainage Analysis, Pond Siting and Design for the Pensacola High School/Spring Street Retention Ponds were publicly noticed on May 28, 2019, to 161 known firms. Responses were received from six firms on June 11, 2019.

The Selection/Negotiation Committee Short-Listed to the following firms on June 19, 2019:

HDR Engineering, Inc.
Sigma Consulting Group, Inc.
Kenneth Horne & Associates, Inc.

The Selection/Negotiation Committee ranked in the following order on July 2, 2019:

1. Sigma Consulting Group, Inc.
2. HDR Engineering, Inc.
3. Kenneth Horne & Associates, Inc.

The first negotiation meeting was held on July 17, 2019. Final and Best Offers were established on August 6, 2019, establishing the fee at a lump sum of $159,595.

LEGAL CONSIDERATIONS/SIGN-OFF:
This Agreement is the Standard Form G Consulting Services for Stand Alone Projects.

All work associated with this Recommendation was done in-house and no additional staff was required.
POLICY/REQUIREMENT FOR BOARD ACTION:
This Recommendation is in compliance with the Code of Ordinances of Escambia County, FL 1999, Chapter 46, Finance, Article II Purchases and Contracts and Florida Statute 287.055, Competitive Consultants Negotiation Act.
IMPLEMENTATION/COORDINATION:
The Office of Purchasing will issue the Attorney's Standard Form of Agreement, Form G, Consulting Services for Stand-Alone Services and Purchase orders.
