That the Board approve and authorize the County Administrator to execute the following Change Order to John Davenport Engineering, Inc., in the amount of $32,015, on Contract PD 15-16.091, Design Services for Traffic Signal Design for County Road (CR) 95A (Palafox Highway) at CR 749 (Old Chemstrand Road) and CR 297A at CR 186 (Kingsfield Road):

BACKGROUND:
Meeting in regular session on November 3, 2016, Escambia County entered into an Agreement for Professional Consulting Services with the consultant for the tasks outlined in Escambia County’s Request for Letters of Interest (PD 15-16.091) to provide transportation engineering services for roadway improvements at the intersection of County Road (CR) 95A (Palafox Highway) and CR 749 (Old Chemstrand Road) and at the intersection of CR 297A and CR 186 (Kingsfield Road.) The Scope of Services for the project provided for traffic signal and roadway design at these two intersections.

Change Order #1, in the amount of $87,780, was approved in regular session by the Board on May 4, 2017, to include additional roadway design services for the intersection of CR 297A and Kingsfield Road. The Escambia County School District opened the new Kingsfield Elementary School on Kingsfield Road in Fall 2018, which required additional design beyond the limits of the intersection to accommodate the increase in vehicular and pedestrian traffic. Turn lane modifications/additions, sidewalk connections, and other pedestrian features were added.

Change Orders #2, #4, #5 and #6 were for time.

Change Order #3, in the amount of $8,840, was approved in regular session by the Board on February 15, 2018, and it included the re-design of the southwest corner (adding a retaining wall) at the intersection at CR 297A and Kingsfield Road, since an attempt to acquire a corner clip at the intersection was unsuccessful. 

This Change Order, #7, in the amount of $32,015, is to re-design the intersection at CR 95A and Old Chemstrand. This re-design is needed because a new gas main was installed after the project's utility coordination had been completed. A design ticket was submitted on November 17, 2016, initiating the utility coordination (attached). Davenport proceeded with the design, coordinating its efforts with utilities that were in place at the time, and plans moved forward through the permitting process. In May 2017, Chesapeake applied (permit attached) to construct a new gas main within the CR 95A/Chemstrand intersection project area. This information was not shared with the project manager. Later in 2019, subsurface utility engineering (SUE) work, (finalized in July 2019), identified a gas main that was previously unknown to the design team. After research, it was found that Chesapeake was issued a Construction in County Right of Way Permit within the CR 95A/Chemstrand project area on May 24, 2017 (attached). Chesapeake completed their work in that area around August 2017. 

This Change Order request includes modifications to relocate the mast arm, update the signal video detection scheme and timings, additional trenching and surveying of utility information, plan revisions, conflict documentation, construction estimating, and request for an additional 90 days to complete the design and post construction services, bringing the new contract date to July 27, 2020. To ensure better coodination in the future between construction in right of way permitting agents and project managers, the Division Manager supervising project managers will verify if county projects are underway or programed in the vicinity before permits are issued.

Funds for this project are available in LOST III, Fund 352, Cost Center 210107, Object Code 56301, Project 16EN3495.
