| RECOMMENDATION: |
Recommendation Concerning Contract Award for New Escambia County Corrections Facilities - Threshold Inspections - Paul Nobles, Purchasing Manager, Office of Purchasing
That the Board approve and authorize the County Administrator to sign the Agreement between Escambia County and Mott MacDonald, LLC, per the terms and conditions of PD 17-18.018, New Escambia County Corrections Facilities – Threshold Inspections, in the amount of $144,200.

| BACKGROUND: |
The new correctional facility is classified as a “Threshold Building” because of its height and size. Florida Building Codes require that Threshold buildings have a special inspector to perform structural inspections on threshold buildings. The special inspector shall not serve as a surrogate in carrying out the responsibilities of the building officials, architect or engineer of record. The inspector shall be a person certified, licensed or registered as an engineer.
The cost for the Threshold Inspector was included in the overall budget in the amount of $150,000.
Request for Letters of Interest, PD 17-18.018, New Escambia County Corrections Facilities – Threshold Inspections was publicly noticed on December 18, 2017. Ninety One firms were notified of the solicitation. Responses were received from four firms on January 4, 2018.
The following firms were short-listed for discussions/interviews:
BHATE Geosciences Corp.
Mott MacDonald Florida, LLC
NOVA Engineering and Environmental, LLC
The firms were ranked as follows:

Negotiations were held with Mott MacDonald Florida, LLC on February 22, 2018. |
