| RECOMMENDATION: |
Recommendation Concerning Contract Award for New Escambia County Corrections Facilities - Enhanced Commissioning - Paul Nobles, Purchasing Manager, Office of Purchasing
That the Board approve and authorize the County Administrator to sign the Agreement between Escambia County and H2Engineering, Inc., per the terms and conditions of PD 17-18.019, New Escambia County Corrections Facilities - Enhanced Commissioning, in the amount of $305,000.

| BACKGROUND: |
Title XVIII Chapter 255 paragraph 255.2575 of The Florida Statutes requires that all new County facilities comply with a nationally recognized Green building rating system. The Design Build firm has chosen to use the Leadership in Energy and Environmental Design (LEED) for this project. The LEED rating requires that the building project include commissioning. The commissioning was not included in the scope of work for the Design Build team because it is recommended that this work be performed by an independent consultant. The commissioning cost was included in the construction budget in the amount of $305,000. The commissioning will involve verification of functionality of critical systems at the new facility.
Request for Letters of Interest, PD 17-18.019, New Escambia County Corrections Facilities - Enhanced Commissioning was publicly noticed on December 18, 2017. One Hundred Thirty Nine firms were notified of the solicitation. Responses were received from three firms on January 4, 2018.
The firms were ranked as follows:
#1 H2Engineering, Inc.
#2 Dell Consulting, LLC
#3 5D's Incorporated
Negotiations were held with H2Engineering, Inc. on February 22, 2018, March 8, 2018 and March 14, 2018. |

| The Office of Purchasing will issue the Attorney's Standard Form of Contract Form G, Consulting Services for Stand-Alone Services and Purchase Order. |
