RECOMMENDATION:
Recommendation Concerning the Acknowledgement and Reaffirmation of Four Triumph Application Submittals to the Triumph Gulf Coast Board - J. Taylor “Chips” Kirschenfeld, Director, Department of Natural Resources Management

That the Board acknowledge submittal and reaffirm support for the following Triumph Applications to the Triumph Gulf Coast Board:

A.  Downtown Sports Complex and Events Venue submitted by Escambia County and Pensacola Arena Development Partners;

B.  Diversifying the Economy via Sector Workforce Development submitted by the Escambia County School Board;

C.  Innovation Network Project at Downtown Technology Park submitted by the University of West Florida; and

D.  Commercial Aircraft Maintenance Campus submitted by the City of Pensacola.

BACKGROUND:
Triumph Gulf Coast, Inc., will make awards from available funds for projects or programs that meet the priorities for economic recovery, diversification, and enhancement of the eight disproportionately affected counties in Northwest Florida in accordance with the Gulf Coast Economic Corridor Act.
 
At the October 19, 2017 Board Meeting, the Board selected the following five priority Triumph projects:
  • Downtown Sports Complex and Events Venue
  • Beulah Interchange Connector
  • OLFX/OLF8 Land Swap
  • Escambia County School Board Workforce Development Program
  • City of Pensacola Center for Dynamic Ocean Technologies at the Port of Pensacola
At the November 30, 2017 Board Meeting, the Board also recommended the UWF Innovation Network Project at the Downtown Technology Campus and the Bluffs Beck Lake Road Segment Project to Triumph. At the December 14, 2017 Board Meeting, the Board affirmed support for the City of Pensacola’s Commercial Aircraft Maintenance Campus application.
 
Triumph Gulf Coast staff has reviewed all of the above Pre-Applications and determined the projects meet the minimum qualifications for compliance and funding. Four full project applications have been submitted to Triumph Gulf Coast. Staff can rescind the Escambia County application, or staff can rescind support for other applications, at any time if directed by the Board.
 
At the February 6, 2018 Committee of the Whole Meeting, the Board directed staff to bring the full applications to the Board to acknowledge submittal, but to not delay submitting the applications to the Triumph Board since the Triumph Board has already started the process of awarding funds.

There is no legal consideration associated with this recommendation.

The Department of Natural Resources Management will provide coordination as needed.
