RECOMMENDATION:
Recommendation Concerning Acceptance of a Parcel of Real Property Located in the 5600 Block of Scenic Highway  - Joy Jones, P.E., Public Works Department Director

That the Board take the following action concerning acceptance of the donation of a parcel of real property located in the 5600 Block of Scenic Highway:

A. Authorize staff to pursue acceptance of the donation of real property located in the 5600 Block of Scenic Highway; and

B. Authorize staff to complete the standard due diligence items associated with acceptance of real property and bring the executed deed back to the Board.

BACKGROUND:
Escambia County has been approached by Mr. Harry McKeown, acting as the owner’s representative, to determine if the county is interested in receiving by donation a waterfront parcel located off Scenic Highway along Escambia Bay (PRN 15-1S-29-1101-000-000). The parcel is approximately 4.3 acres with 700 linear feet of frontage along the bay. The property is bisected from north to south by a CSX Railroad rail line. The shoreline in this area experienced fairly significant erosion from Hurricane Nate in October 2017. Acceptance of the donation would allow Escambia County, as the riparian landowner, to seek funding opportunities to implement shoreline restoration. As the parcel is located within city limits, Escambia County staff reached out to the City of Pensacola. The City is not interested in pursuing the donation of the property as the recipient, but has no objections to the County moving forward. If the County successfully acquires the property, the City would be interested in partnering in a future RESTORE funded shoreline restoration project that includes the property.

LEGAL CONSIDERATIONS/SIGN-OFF:
The County Attorney's Office will review all legal documents required for this donation.
PERSONNEL:
All work associated with this request is being done in-house and no additional staff is required.
POLICY/REQUIREMENT FOR BOARD ACTION:
Upon Board approval, County staff will proceed in compliance with Section 46-139 of the Escambia County code of Ordinances.
IMPLEMENTATION/COORDINATION:
Upon Board approval, staff will have the deed recorded in the public records of Escambia County, Florida.
