RECOMMENDATION:
Recommendation Concerning Amendment #2 to the State Housing Initiatives Partnership Program Interlocal Agreement with the Town of Century - Tonya Gant, Neighborhood & Human Services Department Director

That the Board take the following action concerning Amendment #2 to the State Housing Initiatives Partnership (SHIP) Program Interlocal Agreement with the Town of Century:

A. Approve Amendment #2 to the Interlocal Agreement for SHIP Housing Repair Assistance Project with the Town of Century to permit non-disaster applicants to apply for SHIP funds to support housing repair activities within the Town of Century; and

B. Authorize the Chairman or Vice Chairman to execute the Amendment and all Project-related documents as required to implement the Project.

BACKGROUND:
An Interlocal with the Town of Century (Town) for $60,000 was approved December 10, 2015 (Exhibit I) to assist the Town with matching repair funds needed under their Residential Construction Mitigation Program (RCMP), Small Cities Community Development Block Grant Program, and/or historic preservation repair program grant funding secured by the Town.

Due to the February 2016 tornado, Amendment #1 to the Agreement was approved by the Board on May 5, 2016 (Exhibit II) to provide additional funding specifically for tornado victims within the Town for a contract total of $260,000. To date, $174,761 has been expended or is currently encumbered for 10 applicants. Amendment #1 restricted assistance to those impacted by the February 2016 tornado. Amendment #2 (Exhibit III) will allow non-tornado applicants to make application now that the deadline for tornado assistance has passed and will provide for the Town to expend the balance of funds. This Amendment also updates the income guidelines. There is no change to the funding allocation or contract time. 
BUDGETARY IMPACT:
The funding required for this Agreement and the Amendments is budgeted in Fund 120/2015, 2016, or 2017 SHIP, Cost Centers 370201, 370202, and 370204.
LEGAL CONSIDERATIONS/SIGN-OFF:
This Amendment was reviewed and approved by Kristin Hual, Assistant County Attorney.
PERSONNEL:
The Amendment to the Interlocal Agreement will be managed by Town of Century staff with County Neighborhood Enterprise Division staff providing the construction oversight/management for the disaster projects.
POLICY/REQUIREMENT FOR BOARD ACTION:
Interlocal Agreements and their amendments with other local governments must be approved by the Board of County Commissioners.
IMPLEMENTATION/COORDINATION:
The SHIP project will be coordinated through the Neighborhood Enterprise Division (NED) jointly with the Town of Century for income eligible homeowners.
